Description
This is a Presolicitation Notice for Postal Services at Pope Air Force Base, North Carolina, 28308. This competitive acquisition is 100% set-aside for small business. This project includes providing postal services to receive, process, distribute and directorize mail, manage issuance and closure of lockbox receptacles, and provide customer service and operate the customer service window through the PSC, Pope AFB NC. The contractor shall also provide base Locator Service. This requirement will result in a Firm-Fixed Price contract. The North American Industry Classification System (NAICS) is 491110 and the small business size standard of $7 Million applies. Only one award will be made to the lowest price technically acceptable Small Business Offeror who meets the CLIN/SLIN requirements, terms and conditions specified in this solicitation. It is anticipated the solicitation will be posted on the Federal Business Opportunity web page at http://www.fbo.gov on or about November 24, 2008. Paper copies will not be available. Once the solicitation is posted, it is incumbent on the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors must have a Commercial and Government Entity (CAGE) Code and be registered with Central Contractor Registration (CCR) at http://www.ccr.gov. The contractor shall be registered in the Online Representations and Certifications Application - ORCA at http://orca.bpn.gov/. After Solicitation is posted all responsible sources may submit a bid, proposal or quotation, which shall be considered by the agency. CLAUSE INCORPORATED BY FULL TEXT AFFARS 5352.201-9101 Ombudsman (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
