- The solicitation release date for this procurement is estimated to be on orbefore 27 Feb 2009. The contract strategy for this procurement has been decided as a MultipleAward full and open competition with consideration for small businesses. It isthe responsibility of all interested parties to monitor this website forinformation concerning this procurement. All interested parties are encouragedto register on this website as a potential offeror in order to receiveautomatic e-mail notifications whenever anything new is posted concerning this procurement. The Space and Naval Warfare SystemsCenter (SPAWARSYSCEN), Charlestonhas a requirement for services providing Electronic Security Systems (ESS)LifeCycle Support services to meet the operational requirements and readinessof integrated electronic systems used by the Department of Defense (DoD),Department of theNavy (DoN), and Federal and State Agencies includingHomelandDefense/Security. Efforts consist of logistics and life cycleengineeingand technical expertise in the full range of sensor system disciplines,i.e. Requirements Planning and Management, Vulnerability Assessments, RiskManagement, Configuration Management, Physical Security Awareness,Training and Education, Sensor System Engineering, Logistic and Life CycleSupport, and Cross Domain Solutions for local and wide-area systems. Thiscontract will create a teaming arrangement between industry and the UnitedStates Government to improve availability and supportability of the integratedelectronic systems with the overall goal of reducing Total Ownership Cost(TOC). This procurement is planned as a full and open competition.This notice is for informational purposes only. NOTE: The final decision hasnot yet been made concerning the type of contract that is best suited for thisprocurement. The Performance Work Statement (PWS) will not be availableuntil that decision has been made. When the decision has been made, a pre-solicitation synopsis will be issued. This is not a solicitation announcementforproposals. It is the responsibility of all interested parties to monitor thiswebsite for future information concerning this procurement and to download anyand all applicable documents as they are posted. The period of performanceplanned is an extended five (5) year ordering period. The Governmentestimate for this effort is $250M. The applicable NAICS code is 541330 with asize standard of $25M. Similar work of this nature was previously provided forunder delivery orders issued under other multiple award type contracts,however, this $250M procurement is considered a new contract.
