Description
Sources Sought: The Department of Veterans' Affairs (DVA/VA), James A. Haley Veterans Affairs Hospital (JAHVAH) located in Tampa Florida, is conducting a market survey to determine the availability of SMALL BUSINESSES (PARTICULARLY SERVICE DISABLED VETERAN OWNED), capable and interested in providing Asbestos and Radon Surveys (testing & reporting) at select facilities on behalf of the JAHVAH. Independently, and not as an agent of the Government, the Contractor shall furnish all parts, labor, equipment, travel, expertise, supervision, etc., to conduct surveys and report findings in a timely manner. The anticipated performance period is 01 February 2009 through 30 September 2009, with four (4) twelve month renewal option periods. The Government intends to execute multiple Blanket Purchase Agreements with qualified contractors under the authority listed in Federal Acquisition Regulation (FAR) Part 13. The NAICS Code is 541380, and the size standard is $12.0 million dollars. Responses to this announcement shall determine if sufficient competition exists in the small business community in order to set this procurement aside for small business concerns. IMPORTANT: All qualified and interested parties are encouraged to participate; however, preference will be given to firms located in the Central Florida area for obvious cost and timely performance concerns. Please provide notice of your interest in this requirement by responding to this notice no later than 2:30 p.m. 03 December 2008, EST. Please provide ONLY the following capabilities information [maximum of ten (10) pages total package]: 1. Concern or Firm name, address, point of contact name phone number and email address; 2. Concern or Firm Dun & Bradstreet (DUNS) number; 3. Business Size (i.e. Large or Small); 4. Copy of State Trade/Business License (Florida preferred); 5. Copy of Florida Asbestos Certification; 6. Copy of Florida Radon Certification; 7. Information demonstrating the concern/firms specific experience as a PRIME contractor, conducting asbestos and radon survey services, i.e.: list of contracts for subject services including client name, contract number, contracting point of contact (name, phone number and email address), date of award, date of completion, contract value, and brief description of the specific services provided under the reference sited; 8. Statement outlining HOW your firm will meet the requirements detailed in FAR clause 52.219-27(c) (www.arnet.gov/far) if claiming Service Disabled Small Business status. NOTE: THIS IS NOT A REQUEST FOR PROPOSAL/QUOTATION, NOR AN INVITATION FOR BID; THE DVA IS NOT SEEKING PRICING NOR OFFERS OF ANY KIND; THE DVA RESERVES THE RIGHT TO SOLICIT THIS REQUIREMENT AS APPROPRIATE. HOWEVER, IAW FAR 19.1406 THE DVA RESERVES THE RIGHT TO CONDUCT NEGOTIATIONS WITH A SINGLE SDVOSB/VETSB IF ONLY ONE RESPONSIBLE CONCERN IS DETERMINED. NOTE: SDVOSB JOINT VENTURES MUST BE APPROVED, AND ALL PARTIES MUST BE A SMALL BUSINESS CONCERN AS DEFINED IN FAR PART 2. SMALL BUSINESS JOINT VENTURES MUST BE APPROVED BY THE SMALL BUSINESS ADMINISTRATION (SBA).
