Description
Please note that this is not a request for proposals (RFP) but a pre-solicitation notice used by the USAID Ethiopia to generate comments on the draft Statement of Work and proposed evaluation criteria undersstandability and comprehensiveness. The USAID/Ethiopia Office of Health, AIDS, Population and Nutrition will undertake an activity to support and strengthen the Ethiopian Federal Ministry of Health/Program and Planning Department in its capacity to effectively undertake renovation, refurbishment, construction, appropriate energy use and maintenantce of healt facilities and related structures such as supply warehouses, to enable them to deliver and support high quality HIV/AIDS and chronic diseases services. The purpose of this Statement of Work/Project is to strengthen the Ministry of Health, Regional Health Bureaus, sonal and wored capacity to plan, harmonize, coordinate and monitor various health facility renovation and construction initiatives. The selected Implementing Partner-Contractorwill fill gaps when other funds are not available, placing short-term technical assistance staff at national and regional level to oversee or manage the renovations/construction process, until such time as the Ministry and regional Health Bureaus can place counterpart staff to assume these functions. Technical assistance and capacity building support for renovation, refurbishment or construction of health centers and other ancillary facilities is intended to facilitate the successful transfer of more HIV/AIDS and associated chronic disease services from hospitals to health centers. The Contractor will need substantial expertise in engineering and business technical skills as related to construction/renovation/refurbishment and porject management, in the porvision of quality technical assistance, the application of sound facility renovation/construction oversight, a familiarity with the relationships of infrastructure conditions to quality health services, and shophisticated skills for facilitation collaborative and cross-organizational implementation toward common objectives, including systematic capacity building of host country counerpart organizations. The Contractor will additionally need expertise in facility renovation/expansion, experience in health-related construction/renovation activities including safe, appropriate energy use, and a strong background in collaboration, partnerships, or joint ventures with multiple stakeholders, including host government entities.
