Description
This is a combined synopsis / solicitation for janitoral service for NOAA, National Weather Service located at 8500 Mendenhall Loop Road in Juneau, Alaska. Period of performance: Period of performance of duties shall be from December 1, 2008 through November 30, 2009. With two (2) Option years. 1. General: The services to be furnished under this contract consist of cleaning the National Weather Service Forecast Office located in 8500 Mendenhall Loop Road, Juneau, Alaska. 2. Duties to be performed at stated intervals: NOTE: Computer keyboards and screens, and calculators, shall NOT be cleaned in any manner by the custodial service provider. The user of the equipment shall be responsible for its cleaning. A. Monday, Wednesday, Friday: 1) Wastebaskets shall be emptied. Replace plastic liners when soiled. Wastepaper and trash shall be removed to main disposal area (dumpster). 2) Carpets. Vacuum and spot clean all carpeted areas. 3) Non-carpeted floor surfaces shall be swept with a treated dust mop to remove all dust, dirt, and litter. 4) Kitchen sink, stove top, table, and counter tops will be cleaned paper towel dispenser fill if needed. 5) Restrooms: Restroom cleaning is understood to have a high priority in NOAA buildings. Clean and service all restrooms as specified. Sinks, toilets, and urinal shall be cleaned and disinfected. Mirrors shall be cleaned. The floor shall be damp mopped with disinfectant solution. Soap, paper towel, seat cover, and toilet paper dispensers shall be filled as needed. Spot clean toilet enclosures, baseboards, pipes, sills and walls. Empty all waste receptacles and insert clean plastic linings as needed. NOTE: The term Aclean@ as defined here shall be construed to mean that no film, odors, stains, dust, lint, or spots can be detected on floors, walls, partitions, ledges, trim, doors, moldings, or fixtures within the restroom. The use of highly scented disinfectants, objectionable, or odoriferous cleaners, air fresheners, and deodorant blocks shall not be permitted. 6) Clean and disinfect drinking fountain. B. Weekly Services: 1) Dust all horizontal office surfaces, including: Tables, bookcases, window sills and ledges, tops of cubicles, book shelves, and any other furniture (including desks, without moving contents). Method and material must not leave a film, streaks or residue. 2) The surfaces of the walls within 70" of the floor shall be spot cleaned. 3) Damp wipe the walls in the bathrooms with disinfectant. 4) Storage areas are to be swept, removing all dust, dirt, and litter. 5) Wash glass entrance doors inside and out with a cleaning material that will not film, streak, or leave residue. 6) Clean non-bathroom sinks and mirrors. 7) Empty ash receptacles located outside North end of the building. 8) Clean interior and exterior of the microwave oven. 9) Remove all oil, tar and stubborn dirt from floor coverings. C. Monthly Services: 1) Wall surfaces within approximately 70" of floor, vertical surfaces, and under surfaces (knee wells, chair rungs, table legs, etc.) shall be dusted. 2) Access flooring shall be spot cleaned with solution recommended by the flooring manufacturer. See note below. Note: Access floor tiles (Nevamar) will leak.... All of the Access floor tiles (Nevamar) require special cleaning procedures. The surface of Nevamar floor tiles will never be waxed, sealed or mechanically buffed. These tiles may be damp mopped with water and a mild, multipurpose ammoniated floor cleaner. The damp mopping must be so dry that the cleaning fluid being used does not go into the cracks between the support panel and the laminate as it could adversely affect the bond. No wet mops or water receptacles will be used in this area. Where more AGGRESSIVE cleaning is needed, a NON-FLAMMABLE ORGANIC CLEANER must be used. 3) Clean the exterior and interior of the waste receptacle located in the Ready Room. 4) Wipe exterior of refrigerator and clean inside as requested. 5) Vacuum or dust window blinds. D. Quarterly Services: 1) Clean interior windows and the glass in entry area. Also, partitions, cloth covered flippers and file drawers, pictures, and bookcases shall be cleaned. 2) All surfaces in the building above 70" shall be cleaned by dusting and/or vacuuming (includes high edges, light fixtures, cabinet tops, ventilation grids and picture frames). E. Semi-Annually (October and April): 1) Wash exterior of all windows with a cleaning material that will not film, streak, or residue. Remove spider webs from outside of building. 2) Spot clean walls, doors, and window ledges to remove fingerprints, marks, and smudges. F. Annually (June): 1) Shampoo and vacuum all carpeted areas. 2) Wash all window blinds in building and clean cords. Defective cords or slats shall be reported to the COTR or other designated representative who will make arrangements for replacements. 3. It is the responsibility of the Contractor to furnish all supplies and equipment necessary to fulfill this contract. 4. **** The Westren Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registey (CCR) as of October 1, 2003. After this date, NO award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following web site: http//www.ccr.gov. In order to register with CCR and be eligible to receive an award from this Acquisition Office, all offerors must have a Dun & Bradstreet Number (DUN). ANNUAL __ __ __ __ Vacuum and shampoo all carpeted areas. __ __ __ __ Wash all window blinds in building and clean cords. Defective cords or slats shall be reported to the COTR or other designated representative who will make arrangements for replacements.
