- This notice is for information and planning purposes and is not to be construed asa commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of this request.NASA/KSC is hereby soliciting information about potential sources for the supply ofliquid nitrogen and oxygen to Glenn Research Center (approx. 37,000 tons) Goddard SpaceFlight Center (approx. 43,000 tons), Johnson Space Center (approx. 35,000 tons), MarshallSpace Flight Center (approx. 168,000 tons), Michoud Assembly Facility (approx. 23,000tons), and Stennis Space Center (approx. 275,000 tons). Note: Figures above reflect thetotal combined liquid nitrogen and oxygen requirement over the contemplated five-yearperformance period, with liquid nitrogen accounting for 79 percent of the totalrequirement.NASA/KSC contemplates releasing a single, consolidated solicitation for the aboverequirements. The above requirements will be structured by Contract Line Item Number(CLIN) and CLINs will be individually competed unless otherwise specified in theresultant solicitation. NASA/KSC contemplates award of five-year, fixed-price,requirements-type contracts with economic price adjustment (EPA), resulting from theplanned solicitation. EPA formulas will be provided by NASA/KSC and will be relevant toeach CLIN. Formulas will use indices published by the U.S. Department of Labor.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.NASA/KSC invite comments from potential offerors on the reasonableness and feasibility ofthe above approach in addition to any current onerous, unnecessary, or inefficientcontract/prior solicitation requirements. NASA/KSC also requests that potential offerorsprovide EPA formulas for supplying each of the Centers identified above and anyaccompanying documentation discussing the choice of indices and weights.Note: NASA/KSC considers EPA formulas and any accompanying documentationproprietary/company sensitive; therefore, this information will be safeguarded andprotected from release. EPA formulas and accompany documentation will be used only toassist NASA/KSC in developing formulas for use in the resultant solicitation. To ensurethat resultant formulas adequately reflect volatile elements and provide reasonableprotection against significant fluctuations for both, the contractor and Government,NASA/KSC strongly recommends that potential offerors consider providing formulas andother accompanying documentation.Prospective offerors are invited to submit written comments and/or questions(Technical/Procurement).
