- 1.0 ABSTRACT 1.1 This item describes the requirement to inspect and repair liferafts. The ship is currently moored at Naval Weapons station Remount Road Charleston SC. 2.0 REFERENCES: 2.1 MSCLANT Standard Item No. 12, “Inspection and Repair of Inflatable Liferafts” (Revised 4 May 1995) attached 3.0 ITEM LOCATION/QUANTITY/DESCRIPTION 3.1 Location 3.1.1 Weather deck 01 level attached to the forward bulkhead of the house Port and Stbd side. And on the 05 level Port and Stb aft of the bridge. 3.2Quantity 3.2.1 Eighteen (18) Inflatable Liferafts. Located throughout 3.3 Description/ Manufacturer’s Data 3.3.1 Eighteen (17) each, 25 Man, Mfr.: Elliot with Hammar Release. 3.3.2 One (1) RFK 25 Hammer Release. 4.0GOVERNMENT FURNISHED MATERIAL/EQUIPMENT/SERVICES:None. 5.0NOTES 5.1 Successful offeror shall coordinate with the base and Charleston MSFSC SSU; Tom D. Agostino (843) 743-0569 to allow commercial crane on the Weapons Station. 5.2 Mount BAKER poc is Robert V. Fischer, OIC (843) 764-7070 5.3Ship is tied up port side to Naval Weapons station Charleston South Carolina. 6.0 QUALITY ASSURANCE REQUIREMENTS:None. 7.0 STATEMENT OF WORK REQUIRED 7.1 Provide crane services, riggers, all labor and all material, rig and unrig, stage and unstage, as required to perform the following; 7.1.1 Remove life rafts from the ship. Convey life rafts to the shop and perform the requirements of reference 2.1, attached. Submit life raft certifications to MSFSC REP and Ships OIC. 7.1.2 Contractor is to provide crane with sufficient boom reach to reach the life rafts located on the 05 level aft of the bridge. Vertical distance of the 05 level on the ship is 65 ft above the boot topping on the hull. Ship has an 88Ft beam. The NWS Charleston pier has a 4 Ft hi ramp next on the pier next to the ship. 7.1.3 Life rafts on the port side may have to be removed from cradles and transported by hand to the stbd side of the ship to be craned off onto the pier. 7.1.4 Perform the requirements of ref 2.1 to the cradles aboard ship. 7.2 Exception to Standard Item: All material/items that exceed time limits/shelf life that are not replaced on yearly bases shall be delt with as a change to the existing contract. 7.2.1 Life rafts shall be removed from the ship nine (9) at a time. When the removed nine (9) are returned to their parent locations the remaining nine (9) may be removed and certified. 7.3 Preparation of Drawings:None. 7.4Manufacturers Reps:None. 8.0 GENERAL REQUIREMENTS 8.1 None Additional. DEPARTMENT OF THE NAVY MILITARY SEALIFT COMMAND, ATLANTIC ENGINEERING DIRECTORATE BAYONNE, NEW JERSEY 07002 STANDARD ITEM NO. 12, REVISED 4 MAY 1995 INSPECTION & REPAIR OF INFLATABLE LIFE RAFTS Remove the inflatable liferafts from their respective stowage, including any hydrostatic release devices and convey to USCG approved repair facility. Mechanically clean life raft supports/foundations of all loose paint, rust, scale and foreign material. Apply two (2) coats of primer and one (1) topcoat to match surrounding area. Coatings used shall be MSC approved in accordance with COMSCINST 4750.2, Latest Revision, appendix B. Inspection, tests and repairs of liferafts and hydrostatic release devices shall be accomplished in conformity with US Coast Guard Regulations 46 CFR Part 91.25-15 (a)(6) and note thereon, and (a)(8) and 160.051-6 and 160.051-7 as last amended. Deterioration and/or damage to the raft itself or the inflation cylinder(s) shall immediately be reported to the MSCREP along with a recommendation for corrective action. Repairs, hydrostatic test and/or recharging of the inflation cylinders necessary for recertification of the raft above and beyond that required on an annual basis shall be re-imbursed by change order. Contractor shall provide material to renew and update all necessary equipment and provisions, but not including the liferaft casing, as required to comply with latest USCG Requirements and Regulations of the International Convention for Safety of life at Sea, including all items which are required by CFR to be replaced annually. Provisions and/or equipage found to require replacement above and beyond that required on an annual basis shall be submitted in a condition report to the MSCREP. The cost of these additional items shall be re-imbursed on a cost basis by change order. Notify the Port Engineer 24 hours prior to closing up casings for Inspection of provisions. Upon completion of repairs, tests and replacement of condemned equipment, provisions, rations and water, recharge inflation cylin¬ders and repack the liferafts in their containers. Seal, label and stencil the liferafts containers and release devices showing date of test, contractor's name, location and the USCG inspectors initials. Install a new USCG approved stainless steel operating cable (Lanyard) on each liferaft. Fabricate from 3/16" diameter 7 x 19 air¬craft cable 100 ft long, with a loop secured with a stainless pressed collar at each end or an approved equal as required by USCG regulations. Install new Coast Guard approved sea painter float free link as required by USCG Regulations, 46 CFR Part 160.051-7 (b)(8) as last amended. Return to vessel and stow the liferafts in their respective stowage ready for use. Upon completion of above specified work, furnish certificates in quadruplicate stating test were performed and work was accomplished by a contractor authorized by the US Coast Guard. Deliver copies of certification, one to US Coast Guard and three copies to MSC Port Engineer. Number, manufacturer and capacity of liferafts to be dealt with shall be set forth in the basic specification.
