- THIS IS ONLY THE ADVANCED NOTICE. THE SOLICITATION INCLUDING ALL SERVICE SPECIFICATIONS WILL BE POSTED AFTER DECEMBER 2, 2008 (Subject to Change), FOR THE REQUIRED HEATING SERVICES GENERALLY DESCRIBED BELOW. This notice is for information and planning purposes only. This is not a request for quotation and does not commit the government to award a contract; therefore, no solicitation is available at this time. This notice is required under FAR 5.201. NO RESPONSE IS REQUIRED NOR WILL BE ACCEPTED FOR THIS ANNOUNCEMENT. This will be a small business set aside. NAICS Code: 238220Size Standard: $13 Million Description: Yukon-Charlie Rivers National Preserve and Gates of the Arctic National Park and Preserve requires the year round heating maintenance services to their facilities. THIS CONTRACT WILL BE FOR ONE (1) BASE YEAR AND TWO (2) OPTION YEARS. Location and buildings to be serviced include the following: Eagle, AK - 1 BLM/NPS Headquarters Building1 NPS Residence Building1 NPS Hangar Building Bettles, AK - 6 NPS Residence Buildings1 NPS Office Building Marion Creek, AK - 2 NPS Residence Buildings Anaktuvuk Pass, AK - 1 NPS Ranger Station/Residence Building The systems in all facilities operate year round due to extended winter temps of -30 degrees Fahrenheit and cool wet summers. The National Park Service (NPS) requires the following services:The contractor shall annually visit each of the above mentioned facilities to visually inspect and service the HV systems to include furnaces, boilers, air circulation systems, and hot water heaters during the months of July and August for the duration of the contract. All the systems have been serviced regularly over the last three (3) years. The months mandated by the scope of work take into consideration the availability of NPS maintenance staff to assist with transportation to the site and background information on the systems. Inspection and service on all systems shall include changing filters, replacing glycol as needed, testing for acidic levels in the glycol systems and repairing any additional deficiencies discovered at the time of the inspection. The contractor shall supply any and all parts needed to bring systems into optimum performance and shall replace any parts that may be used from the park inventory. The contractor shall be prepared to provide emergency repair service on the systems at any time during the fiscal year (October through September). Emergency Response time shall be no later than 24 hours. The vendor shall provide compliant glycol disposal and documentation to support the disposal. A follow up report on service work completed and parts used and replaced shall be submitted to each National Park office prior to payment of invoice. General:Eagle, AK is located approximately 425 road miles east of Fairbanks, AK and is accessible by vehicle or air during the summer months. The NPS is aware of air service into Eagle provided by Everts Air Service. Bettles, AK is located 185 air miles north of Fairbanks, AK and is a fly in only village. The NPS is aware of air service into Bettles provided by Wright Air Service and Warbelows' Air Ventures. Marion Creek, AK is located seven (7) miles north of Coldfoot, AK airstrip. Marion Creek is accessible by vehicle along the Dalton Hwy and is approximately 260 miles north of Fairbanks. The NPS is aware of air service to Coldfoot, AK provided by Wright Air Service. Anaktuvuk Pass is a fly in only village. The NPS is aware of air service provided by Wright Air Service. ALL VENDORS WISHING TO BE CONSIDERED FOR THIS SOLICITATION MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION (CCR) DATABASE PRIOR TO AN AWARD BEING MADE.
