- Description
- The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends tosolicit and award an indefinite-delivery indefinite-quantity contract, with acostplus fixed fee pricing arrangement, on a sole source basis to ScienceApplications International Corporation (SAIC), of 10210 Campus Point DriveSan Diego, CA 92121. This action is a follow-on to a previous contract withSAIC, contract no. N66001-05-C-6013, awarded under the competitiveHomeland Security Advanced Research Project Agency (HSARPA) Broad AgencyAnnouncement (BAA) 04-06 published on 7 May 2004. Over $3.2 million hasbeen spent under that contract in the research and development of compositetechnology in container security. The government now seeks the completioneffort of the development, test, and prototype of the Advanced ContainerSecurity Device (ACSD) and Container Security Device (CSD). The ACSD consistsof sensors that detect and warn of intrusion on any of the six sides, dooropenings, or the presence of human cargo. All ACSD development has beenunder N66001-05-C-6013. A subset of the ACSD capabilities is the CSD, whichspecifically detects an unauthorized opening of a container door. Thetechnology used by SAIC for the CSD was developed under N66001-05-C-6013(mentioned above) as well as United States Army contract W91CRB-04-D-0015,task order 0032. Section 2.2 of BAA 04-06 stated that initial contract awards would be comprisedof a base period for Phase I and an option period for Phase II, with Phase IIIto follow via separate contract awards. The BAA also stated that multiplecontracts would be awarded for Phase I, and that progression from one phaseto the next would be dependent upon successful performance, independenttechnical evaluation, funds availability, the results of testing, and otherprogrammatic considerations. The BAA indicated that Phase 3 awards wouldlikely occur for only a limited number of contractors. Thirty-five (35)contractorssubmitted proposals under the initial BAA; six (6) contractors were selectedforPhase I awards. Of these six (6) awardees four (4) were selected to proceedunder Phase 2. Only three (3) contractors were then selected to continue on toPhase 3. It is the government's intent to award this contract to SAIC, one ofthe three (3) contractors selected to move on to Phase 3. To be eligible forthis contract award, in accordance with BAA 04-06, an offeror must have beenselected through the specified down select process. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) andFAR 6.302-1, only one responsible source and no other supplies or services willsatisfy agency requirements. SAIC's technology developed under the identifiedcontracts makes it the only source that would not result in the substantialduplication of cost to the government. This notice of intent is not a requestforcompetitive proposals. Interested persons may identify their interest andsubmit a capability statement. All capability statements received within 15days after date of publication of this notice will be considered by theGovernment. A determination by the Government not to compete with thisproposed contract based upon responses to this notice is solely within thediscretion of the Government. Information received will normally be consideredsolely for the purpose of determining whether to conduct a competitiveprocurement.
