Sources Sought Army Facilities Components System (AFCS) Technical Support, Maintenance and Design for the U.S. Army Corps of Engineers (USACE) Posting Date: Friday, 14 November 2008 Closing Date: Monday, 15 December 2008, 4:00pm CST 1. CONTRACT INFORMATION: The Huntsville Engineering and Support Center, U.S. Army Corps of Engineers (USACE) intends to procure highly specialized services for technical support, maintenance and design of the Army Facilities Components System (AFCS) database on a sole source basis with CASA Design, Inc., a small business concern.. The contract addressed by this notice is anticipated to be used to perform studies and develop austere contingency designs in support of Combatant Commanders, Army Component Commands, Joint Forces Command, Department of the Army Engineer, Training and Doctrine Command, Headquarters US Army Corps of Engineers (USACE), other MACOMs, USACE Divisions and Districts, Army Engineer units (both active guard and reserve), and other Government agencies. The Government intends to procure the services through the award of an Indefinite Delivery/Indefinite Quantity Contract (ID/IQ) with one base year ordering period and four one-year options., The total amount of the contract over the five year ordering period is expected not to exceed $25,000,000. Historically, this work has resulted in task orders ranging from $25,000 to $2,700,000. The selected firm must be able to execute at least twenty simultaneous task orders ranging in value from $100,000 to $5,000,000. \Work will be issued by negotiated firm-fixed-price task orders. The initial contract is anticipated to be awarded in Fiscal Year 2009. The Huntsville Engineering and Support Center, U.S. Army Corps of Engineers (USACE), intends to solicit and award a single indefinite delivery contract for technical support, maintenance, and design of the AFCS system. The Government is performing market research in order to identify whether or not any other firms, large or small, possess the capability to execute the requirements within this acquisition. Respondents need to indicate whether or not they are a large business concern or a small business concern. If the concern is a small business the respondent should indicate all small business designations (small business, 8(a), certified HUBZone and/or Service Disabled Veteran Owned). Interested firms who meet the capability requirements identified in this notice are encouraged to complete and submit the Sources Sought Questionnaire as discussed below. Based upon the responses received, consideration will be given to defining whether or not the acquisition will acquire the services on a sole source basis or competitive basis. Further, if obtained competitively, the responses will support any determination to set-aside the requirement for small business concerns. 2. PROJECT INFORMATION: The US Army Engineering and Support Center in Huntsville, Alabama (CEHNC) has a $25 million requirement over the next five years for the provision of highly specialized services for technical support, maintenance and design of the Army Facilities Components System (AFCS) database. The AFCS is a military engineering and construction database system for engineers and military planners to use in construction of facilities and installations for military Theaters of Operations (TO). AFCS is composed of planning guidance, CAD designs, Labor and Equipment Estimates (LEE), bill of materials (BOM), Theater Oriented Guide Specifications (TOGS) and logistics data within an automated data base that proscribes installations, austere facilities, and other contingency structures and works commonly required by military forces for base development, lines of communication, and tactical operations support. CASA Designs was initially awarded a sole source three year ID/IQ contract valued at $4,750,000 in support of the AFCS system in 2004. In 2007 CASA was awarded a five year sole source replacement contract for the same services valued at $9,400,000. CASA Designs has a functioning database of construction materials that is used in austere construction. This database allows CASA to generate Bills of Material and Labor and Equipment estimates in a format that allows input into the AFCS database. For this contract to be competitive there needs to be another contractor(s) who either now or by the time of proposal submission (tentatively anticipated on or about May 2009) have a functioning database that has the following capabilities: "A construction materials database that covers all of the Combat Commanders Areas of Responsibility "A military engineering and labor equipment database Based upon the rate of usage, the current contract capacity has been depleted much quicker than originally anticipated. As a result, the Government is currently performing market research to determine if there are other vendors, large or small, who are capable of performing the technical support, maintenance and design requirements. The basic requirement is to perform studies and develop austere contingency designs and support data. AFCS designs are reviewed and updated to utilize unique state-of-the-art technology in construction designs, materials, and techniques within Army transformation to conserve resources. The AFCS database enables users to adapt required building materials to local customs. The AFCS design library contains simple and standard temporary facility designs that require minimum engineer support to be assembled. These designs allow non-engineer troops or indigenous labor to perform the majority of the work which enables the engineer to oversee multiple projects simultaneously. Services to be provided include, but are not limited to: (1) The development, conversion, and revision of drawings, bill of materials (BOM), Labor and Equipment Estimates (LEE) and construction process management estimates for a variety of facilities and installations in Army contingency operations; (2) Input of drawings, bill of materials (BOM), Labor and Equipment Estimates (LEE) and construction process management estimates into the AFCS32 database; (3) Revision and maintenance of Army Facilities Component System (AFCS) standards technical manual (TM); (4) Analysis of Theater of Operations (TO) Army Construction and facility requirements and preparation of criteria and plans for updating AFCS, AFCS32 designs and TOGS to satisfy those requirements and (5) Preparation of AFCS and AFCS32 drawings using Computer-Aided Design techniques and provision of digitized drawing in AFCS and AFCS32 input format. 3. SUBMISSION REQUIREMENTS The decision to award to CASA Designs on a sole source basis, reserve the award for a qualified small business under a single award acquisition, or pursue an award based upon full and open competition is being considered pending the evaluation of responses to this sources sought announcement. The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 541512 Computer System Design Services, either singly or as part of an assembled team. A sources sought questionnaire can be found at the end of this announcement for your use. Interested firms should complete the questionnaire and returned it to the Government no later than Monday, 15 December 2008, 4:00 p.m. CST, via email to Contract Specialist, Lillian T. Fox and Contracting Officer, Tonju L. Butler at DLL-CEHNC-AFCSPREAWARD@usace.army.mil. All completed capability statements received will be analyzed in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine if the pool of qualified interested firms is significant enough for a restricted competition under the authority of any small business procurement program identified in FAR 19. If after review of all responses, the Government determines that there are not enough qualified small business firms to perform the requirement, the Government may solicit the acquisition as an unrestricted requirement to be procured under full and open competition procedures. If after review of all responses, the Government determines that there are not enough eligible firms to perform the requirement, the Government will pursue its initial intent to acquire the services on a sole source basis with CASA Designs. This synopsis is for information and planning purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach. The Government will NOT reimburse the contractor for any cost associated with preparing or submitting a response to this notice. NO HARDCOPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. In addition, identify the number of Government requirements for which your joint venture has submitted formal price proposals within the last two years. 8.Experience: Has your company provided or is in the process of providing military contingency design and construction in support of military operations? If so, provide customer references, locations, scope of effort, dollar value, and dates for efforts performed within the past five years. 9.Capabilities: Does your company have past experience in the development or modification of contingency designs and supporting data? Provide the number of qualified key personnel currently on your staff (project managers, engineers, etc.), minimum and maximum years of experience and the average years of experience. Also, indicate your firms ability to hire any needed personnel if awarded a contract for this effort. 10.Capacity: Provide specific details on your current and projected capacity to perform an estimate of twenty or more task orders ranging in value from $100 thousand to $5 million at the same time. Provide information on the magnitude of simultaneous task orders that you can handle. 11.Management: Does your company have the capability to develop, update and maintain contingency designs in a cost effective, timely, and contract conforming manner? Please provide specific examples based on previous projects. 12.Quality: Does your company have experience in providing and maintaining an effective quality management plan? Provide examples. 13.Work location: Does your firm have the ability to travel anywhere CONUS or OCONUS? Are there any limitations on where you can work?
