- Description This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 164036VL is issued as a Request for Proposal (RFP) through Federal Acquisition Circular 2005-21. The NAICS code is 561611 -- Fingerprint Services, and the small business size standard is $12.5 million. This requirement is a total small business set aside. This Solicitation is compromised of: I. OVERVIEW OF REQUIREMENT II. FORMAT AND SUBMISSION OF PROPOSAL (PARTS A and B) III. EVALUATION IV. CONTRACT CLAUSES V. ADDITIONAL INFORMATION FOR OFFERORS VI. STATEMENT OF WORK ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ I. OVERVIEW OF REQUIREMENT The U.S. Secret Service in Washington, D.C. has a requirement for one (1) or more fingerprint specialist(s) to be on the premises -- on an as-needed-basis to supplement the existing staff efforts in handling heavy workloads. The needs are addressed per a Statement of Work (VI). This position is restricted to specialists located in the Washington, D.C. Metropolitan area due to the "as-needed" basis. The period of performance is from date of award through 30 September 2009. This position will include base year plus four (4) one year option periods. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ II. FORMAT AND SUBMISSION OF PROPOSAL (PARTS A and B) PART A. Pricing Proposal - provide under separate cover, clearly identified as "Pricing Proposal" 1. Offeror Information: Offeror shall provide Point of contact's name, Point of contact's email address, and point of contact's telephone number. 2. For Past Performance, the offeror shall submit a listing of all relevant contracts held with Government and private entities within the past two (2) years in which similar services have been performed. Any contracts during this period that resulted in disputes over non-performance between the offeror and a client shall be identified. For each listing, please provide basic information as follows: Name of Government Agency/Company Client; Two (2) Individual Points of Contact and Telephone Number(s); Address of Client; Email Address of Client; Contract Number and Dollar Amount; Description of Services Provided; and Period of Performance. 4) Provide the nine-digit DUNS and the nine-digit TIN. DUNS is used to verify that the vendor is in CCR and a small business for the NAICS specified. The Taxpayer Identification Number is necessary for electronic payment. By submitting a proposal, the Offeror acknowledges the Government requirement to be in the Central Contractor Registration (CCR) database prior to award of any contract. Information about CCR may be found at www.ccr.gov. 5) If you have not completed the annual representations and certifications electronically at http://orca.bpn.gov, please fill in the representations and certifications in the Solicitation. If you use ORCA, then do not fill out and sign attached pages. PART B. Technical Proposal The technical proposal shall be provided to the Government under separate cover, clearly identified as "Technical Proposal." The technical proposal shall include: •1. A resume containing sufficient information to enable the USSS to determine whether the individual possesses the minimum of ten (10) years experience as well as education pertaining to the fingerprint specialist profession needed to meet its requirement (i.e. seminars, symposiums and conferences on the subject); •2. Current certification that the specialist is Qualified/Certified by the International Association for Identification as a Certified Latent Print Examiner or have been a certified Fingerprint Specialist with the United States Secret Service; •3. Evidence of the specialist's Secret Clearance; •4. Evidence of U.S. citizenship, dual citizenship is not acceptable; •5. A description of the services the specialist will provide that demonstrates he/she clearly understands the Statement of Work and all required details of the Solicitation; •6. Each specialist must submit the Contractor Access Form, SFF 3237 (attached); Submission of both Pricing and Technical Proposal Submitting your proposal via email is preferred. Your entire email must not be greater than 3 MB and virus-free; if your proposal is above that limit, please send multiple emails. Faxed proposals will not be accepted. Please ensure"164036VL Fingerprint Specialist" is in the subject line. I will reply via email confirming that I have received your proposal. If I do not reply, then I do not have your proposal. Late proposals will not be accepted. I strongly suggest that you do not leave for the day after sending your proposal; wait until I have confirmed that I have your proposal. Proposals are due by 1:00 pm EST on Monday, December 1, 2008. Questions should be sent via email to Siobhan.mullen@usss.dhs.gov no later than November 21, 2008. The Government will not be responsible for any costs accrued or incurred by the vendor in response to this solicitation. III. EVALUATION IIIA. EVALUATION FACTORS The Government may award more than one contract resulting from this solicitation to the responsible offeror(s) whose offer conforms to the solicitation and is most advantageous to the Government, price and other factors considered. An award may be made to other than the lowest-price proposal received. The following factors shall be used to evaluate offers: Step One (1): technical acceptability (resume), past performance and Price; Step Two (2): oral presentation (Step Two). The Government will perform a two-step evaluation. (1) In Step One, the initial evaluation will ensure that the resume is in compliance with the stated requirements (e.g., years of experience, certification, top secret clearance). Any resume not meeting the stated requirements will be found technically unacceptable. (Please see attached checklist) Additionally, the past performance of the candidates will be reviewed and any past performance not meeting the stated requirements will be found technically unacceptable. Specialists meeting Step One requirements will then be scheduled for a presentation. (2) Step Two, Presentation: Offerors will be requested to participate in a question and answer session at USSS headquarters in Washington, DC, tentatively scheduled for December 10, 2008, and each offeror will be allotted a total of not-to-exceed thirty minutes. The presentation will be a question and answer session consisting of questions demonstrating knowledge and familiarity with industry and USSS methods, procedures and policies on documentation of evidence and examination results. A panel consisting of U.S. Secret Service employees will be used to evaluate the presentations. IIIB. EVALUATION Award will be made to the offeror whose demonstrated Capability offers the "Best Value" to the Government, Technical Capability, Past Performance, Price and other factors considered. Technical Capability is equal to Past Performance. Price is an independent factor. The Technical Capability will be evaluated as Outstanding, Highly Satisfactory, Satisfactory, Marginal and Unsatisfactory. •· Outstanding is defined as "meeting the requirements for the factor and offering significant advantages to the Government." •· Highly Satisfactory is defined as "meeting the requirements for the factor and offering advantages to the Government." •· Satisfactory is defined as "meeting the requirements for the factor without weaknesses". •· Marginal is defined as "possesses significant weaknesses for the factor but can be corrected". •· Unacceptable is defined as "failing to meet the requirements for the factor". ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ IV. STATEMENT OF WORK SERVICES FOR FINGERPRINT SPECIALIST BACKGROUND The U.S. Secret Service in Washington, D.C. is in need of one (1) or more fingerprint specialist(s) to be on the premises on an "as-needed" basis to supplement the existing staff efforts in handling heavy workloads. This position will include base year plus four (4) option years. OBJECTIVE The contractor shall provide quality fingerprint related services at the Forensic Services Division of the Secret Service, Washington, DC, from the Purchase Order Award date through September 30, 2009. The requirements for a responsible contractor include: professional accreditation, knowledge and familiarity with USSS methods, procedures and policies on documentation of evidence and examination results. Current USSS security clearance is a requirement before commencing services. These services shall include the following duties : MAJOR DUTIES •· Fingerprint development using Secret Service established protocol, as set forth in the Operations, Procedure and Quality Assurance Manuals, maintained in the Identification Branch (contractor will be provided with the manuals). •· Comparison and identification of latent prints in a timely manner and other fingerprint related duties. •· Provide consultation to managers/supervisors concerning the profession of latent fingerprinting. •· Maintain involvement in the International Association for Identification and other professionally related organizations and/or training programs. •· Work closely with the U.S. Secret Service Contracting Officer Technical Representative concerning scheduling and/or matters relating to the provisions for services at U.S. Secret Service. •· Maintain professional conduct, dress, and manner. •· May be required to provide expert testimony. •· Secret Clearance. QUALIFICATIONS It is required that the contractor be certified by the International Association for Identification as a Certified Latent Print Examiner or have been a certified Fingerprint Specialist with the United States Secret Service. The specialist, during courtroom assignments, must be able to understand legal terminology, and be qualified to perform in a courtroom setting. Contractors must submit their resumes and a copy of required certification with their proposal. Failure to submit these items will deem the contractor non-responsive and have the proposal rejected. The contractor shall be proficiency tested and must successfully complete the test prior to being assigned casework. CLEARANCE The specialist must have a Secret security clearance. REQUESTS AND CANCELLATIONS The successful offeror will be utilized on an "as needed" basis to supplement the existing staff efforts in handling heavy workloads. Work hours will be scheduled by the Branch Chief, Identification Branch, Forensic Services Division, between the hours of 6:00AM and 6:00 PM, Monday through Friday. SECURITY REQUIREMENTS All documents (both hard and soft copy) that are produced during the duration of the contract by the contractor for the government shall be considered government property and shall be provided back to the government upon termination of the contract, or upon request. GUIDELINES Guidelines consist of the operational policies of the Office of Equal Employment Opportunity, the regulations set forth in Sections 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act of 1990, as amended. The contractor shall keep all documentation and information pertaining to the services they provide within the laws covering the Privacy Act, and shall consider all activity to be confidential in nature when servicing the Agency or individuals. TRANSPORTATION REQUIREMENTS The contractor shall provide quality fingerprint related services at the U.S. Secret Service Headquarters in Washington, D.C. Travel may be required, as the contractor may be needed to testify as an expert witness, as to the development, comparison, and identification examination results, as well as potentially provide training assistance in forensic fingerprint examination. Travel expenses incurred will be reimbursed according to GSA guidelines for lodging and meals and incidental expenses. WORK ENVIRONMENT The U.S. Secret Service will provide the workstation, along with all necessary supplies and equipment.
