Description
Notice of Intent to award to a The Contracting Center of Excellence (CCE), on behalf of the Department of Defense The Sigint Applications & Integration Office of The National Reconnaissance Office intends to award a sole source contract under the authority of 10 U.S.C. 2304(c)(1) FAR 6.302-1(a)(2)(ii)(B) Only one responsible source and no other supplies or services will satisfy agency requirements, to Overlook Systems Technologies, Inc, Vienna, VA 22182 to provide assessment of adversay jamming systems that are or could target the Global Positioning System (GPS) or Satellite Communication (SATCOM) systems/networks for the SIGINT Applications & Integration Office (SATCOM)of The National Reconnaissance Office (NRO.) This action will result in a Firm-Fixed Price contract with a Period of Performance of twelve (12) months beginning 1 December 2008 and ending 30 November 2009. This notice of intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Interested parties may express their interest and provide a capabilities statement NLT 24 November 2008, at 8:00 AM EST. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Contractor is to perform threat assessment through multiple test events of current collection assets has revealed a near term capability does exist; however, this capability can be greatly enhanced if the initial concept of operations is continually refined and evolved to meet the changing dynamics of the threat environment. Define collection platform roles and responsibilities based upon known current capabilities and projected life cycles of those platforms as they are replaced in the inventory with newer systems, Define new/updated operating parameters and employment strategies against current validated scenarios, Define new/updated operational interfaces between respective collection capabilities to meet given threat situations, Refine the initial CONOPS based upon the latest information garnered from tests and operational experiences, support the National Reconnaissance Office (NRO) SIGINT Applications & Integration Office (SAIO) in its effort to define the current and future threat environment. Define new/updated threat capabilities of current emitters that are designed to degrade, disrupt, or deny GPS and/or SATNAV system information based upon recent intelligence information. Define projected future maturation paths of future emitter capabilities and their potential impact on US and coalition force use of GPS, Support the development/refinement of ELINT Notification (ELNOT) for new and existing emitters and threat systems, Support the development of testing parameters to fully quantity emitter capabilities, including but not limited to anechoic chamber testing, laboratory or bench testing, and open air testing Conduct surveys of emerging threat system, exploring all open sources and classified media to ascertain new threat system information,Investigate and identify employment strategies, concepts, and tactics associated with threat systems, Ensure that all past data has been collected and collated and all data reduction has been completed for identified test events that have occurred since 2002,Initiate any data reduction on tests where this has not been accomplished, Begin drafting test reports for test events where reports have not been written as of yet.,Support staffing and coordination of test reports with all responsible agencies once drafting is completed,Support comment resolution for inputs provided during coordination,-Publish and distribute the final reports.
