- Purpose This announcement is a Request for Information (RFI) only for the purposes of conducting market research and does not obligate the Bonneville Power Administration (BPA) in any way. This is not a request for proposal and BPA will not pay for any information submitted or for any expenses associated with providing information. Responses are due no later than November 19, 2008. Any information submitted by respondents to this RFI is strictly voluntary. Material submitted will be deemed proprietary to the extent permitted by applicable laws and regulations if so marked by the respondent. BPA's acquisition practices are not governed by the same rules and regulations of other federal agencies. BPA acquisitions are subject to the policies and procedures outlined in the Bonneville Purchasing Instructions (BPI) which is available for viewing at: http://www.bpa.gov/corporate/business/bpi/. Project Background This project is called Eugene/Snohomish Region LiDAR Survey Project. The survey contains approximately 1025 right-of-way (R/W) corridor miles. Each R/W corridor contains electric transmission line(s), up to a maximum of eight lines in a R/W corridor. The project is located within the Bonneville Power Administration's Eugene Region and BPA's Snohomish Region (Oregon and Washington, respectively). Objectives/Goals The goal of this survey is to collect and process airborne LiDAR data, digital still color imagery for use in determining existing conditions for vegetation management, transmission line design, identification of encroachments on the R/W corridor and transmission line load rating. This project requires a quick turn-around delivery. It is anticipated that all final deliverables listed below are due by June 1, 2009. This means deliverables are expected to be incremental and the last deliverable is due no later than June 1, 2009. Project deliverables may consist of the following: • PLS-CADD Models of each physical Transmission Line • Vegetation Analysis reports based on the PLS-CADD vegetation analysis program. o Reports must include statements of all criteria used, number of encroachments per span and x,y,z location of all encroachments. • Classified Transmission Line LiDAR data for each Transmission Line o LiDAR points to be classified when pertaining to: Structure, Conductor Cloud, Points of Attachment, Structure center ground points. • Classified Ground and vegetation data for each corridor • MET data for each corridor (transmission line?) • All unfiltered, unclassified LiDAR data • An option to finish the full LiDAR data classification to engineering design standards in the future. • Orthorectified digital still color imagery for each corridor • Project narrative/report (survey control, approach to the project, methods used, etc...) Requested Information The vendor must have expertise in surveying, acquiring and processing LiDAR, building PLS-CADD files and using the PLS-CADD vegetation management tool. Interested vendors may submit their capabilities and qualifications and any other pertinent information should they choose. At a minimum, please include the following information for your firm: a.
