- COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) quotations are being requested and a written solicitation will not be issued. The solicitation number is NAMA-09-Q-0007 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27 effective October 17, 2008. This is a 100% small business set-aside under NAICS code 611430 with a standard of $7.0 million. The Government reserves the right to issue an order based on the initial quote without discussions of this procurement. BACKGROUND: The National Archives and Records Administration (NARA) Organization and Staff Development Services Staff (NAO) is responsible for providing training, development activities, and support to NARA employees and Offices. Leadership development and training is a core focus for the Agency. In accordance with the Performance Work Statement (PWS) the Contractor will provide a training professional or training professionals to assist with the design and development of courses and as well as the delivery of NARA-specific courses that will develop leadership competencies for emerging and existing managers at all levels who work in all Agency Offices, e.g. Archives, Presidential Libraries, Information Security, Administration, and the Federal Register. REQUIREMENTS: See Enclosure for Schedule of Prices. Please submit pricing in accordance with the directions and tables in the Schedule of Prices. PERIOD OF PERFORMANCE: In addition to the base period, starting December 15, 2008 and ending December 15, 2009; there are three 12-month option periods. The first option period is December 16, 2009 to December 16, 2010, the second option period is December 17, 2010 thru December 17, 2011, and the third option period is December 18, 2011 to December 18, 2012. PLACE OF PERFORMANCE: All courses will be conducted at the National Archives and Records Administration (Archives II) facility located at 8601 Adelphi Road, College Park, MD unless otherwise indicated to the Contractor. The alternate site is Archives I located at 700 Pennsylvania Avenue NW, Washington DC, between 7th and 9th NW streets. Some courses may require travel to a NARA facility in St. Louis, MO; the contractor will receive at least two weeks notice of any such requirement. The following provisions and clauses are incorporated and are to remain in full force in any resultant fixed price IDIQ purchase order: FAR 52.212-1, Instructions to Offerors—Commercial Item (Jun 2008). Evaluation and issuance of the resulting fixed price IDIQ order will be in accordance with the procedures of FAR Subpart 13.106 Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation. An order will be made to the vendor whose conforming quotation in response to the RFQ will be most advantageous to the Government. Best value for this order will be evaluated based on the following: 1. Technical Understanding and Management Approach. The Government will assess the vendor’s Quality Control methodology; qualifications, experience and suitability of quoted management and key personnel (as demonstrated in formal résumés submitted for key personnel); and overall technical understanding. 2. Relevant past performance. The Government will assess the demonstrated quality of performance on similar, relevant work (including magnitude of the project and the nature of the facility), to include the ability to control the quality and cost of work and effectiveness at accomplishing the goals of previous similar relevant work. The Government requests that the Relevant Past Performance Questionnaire (see Enclosure), be forwarded to no more than five (5) references, completed by your references, and returned by your references directly to Mr. Stuart Hitchings via fax (301) 837-3227, or email Stuart.Hitchings@nara.gov. Relevant past performance questionnaires should be received by 12:00 PM EST on December 5, 2008. Failure to do so may result in rejection of your quotation. 3. Price. Selection of the firm to perform this order will be will be based on the NARA’s assessment of best value to the Government. FAR 52.212-3, Offeror Representations and Certifications—Commercial Items (Jun 2008)--offerors shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision--a copy of the provisions can be found at http://www.arnet.gov/far/ ; FAR 52.212-4, Contract Terms and Conditions—Commercial Terms (Oct 2008). NARA Terms and Conditions (see Enclosure) are listed as addenda to the FAR clause 52.212-4. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items (Oct 2008). (a) The Contractor shall comply with the following Federal Acquisition Regulation (FAR) clauses, which are incorporated in this contract by reference, to implement provisions of law or Executive orders applicable to acquisitions of commercial items: (1) 52.233-3, Protest After Award (AUG 1996) (31 U.S.C. 3553) and (2) 52.233-4, Applicable Law for Breach of Contract Claim (OCT 2004) (Pub. L. 108-77, 108-78). Paragraph (b) of this clause incorporates by reference the following FAR clauses: 52.219-6 Notice of Total Small Business Set-Aside (Jun 2003); 52.219-28 Post Award Small Business Program Representations (Jun 2007), 52.222-3 Convict Labor (Jun 2003), 52.222-21 Prohibition of Segregated Facilities (Feb 1999), 52.222-26 Equal Opportunity (Mar 2007), 52.222-35 Equal Opportunity for Special Disabled Veterans of the Vietnam Era, and Other Eligible Veterans (Sep 2006), 52.222-36 Affirmative Action for Workers with Disabilities (Jun 1998), 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (Sep 2006), 52.222-50 Combating Trafficking in Persons (Aug 2007), 52.225-13 Restriction on Certain Foreign Purchases (Jun 2008), and 52.232-33 Payment by Electronic Funds Transfer – Central Contractor Registration (Oct 2003). FAR 52.216-18 Ordering (Oct 1995). FAR 52.216-22 Indefinite Quantity (Oct 1995). FAR 52.217-5 Evaluation of Options (Jul 1990). FAR 52.217-8 Option to Extend Services (Nov 1999), The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days (End of Clause). FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 60 calendar days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years and six months. (End of Clause). 52.232-19 Availability of Funds for the Next Fiscal Year (Apr 1984) applies to Option Year 1, Option Year 2, and Option Year 3. Two copies of each quotation, Schedule of Prices (see Enclosure), and résumé for all quoted key personnel should be mailed to National Archives and Records Administration (NARA), Attention: Stuart Hitchings, 8601 Adelphi Road, Room 3340, College Park, MD 20740-6001 or e-mailed to: Stuart.Hitchings@nara.gov. Quotations should be received by 12:00 PM EST on December 5, 2008. Failure to submit quotations by the due date may result in rejection of the quote. Questions regarding this solicitation must be submitted in writing to Mr. Stuart Hitchings no later than 12:00PM EST on December 1, 2008 to be considered. Vendors submitting via e-mail are cautioned to allow one extra business day for delivery and confirm receipt of quotation as the e-mail will need to pass through IT security. Failure to meet the deadline for receipt may result in rejection of the quotation as untimely. Telephonic responses will not be processed. CBDNet Numbered Note 1 applies.
