- Description
- The U.S. Fish and Wildlife Service, Regions 1, 2, 6 and 7 has a requirement for the rental of a training facility to conduct law enforcement training. The contractor shall provide specified law enforcement training facilities and services consisting of classrooms, offices, secure storage facilities, shooting ranges, driving track, mat room, on-site security and emergency medical personnel, lodging, dining facilities, and meal services. All specified facilities shall be located on the same self-contained complex, within walking distance of each other. Facility access control and security services shall be provided by an on-site security guard force. The requirements listed below shall be the minimal acceptable to the Government. The training Facility must be located in the Southwestern area of the United States, where climatic conditions are conducive to conducting outdoor training during the months of January through March for day and night hours. Training must be conducted during the months of January through March so as not to interfere with the refuge field season law enforcement duties, including hunting seasons, public use seasons, and easement enforcement seasons.. The Training facility must be located within a two hour drive from at least one major airport which provides regularly scheduled commercial jet aircraft services seven days per week. The training facility shall be located in an area designated as a low cost per diem rate area as prescribed by Federal Travel Regulations. This will be a "best value" procurement for a base and four option years with award based on 1) experience in working with other agencies regarding the types of facilities and training required; 2) the contractor's submission of good past performance records working with Federal Law Enforcement Agencies and their training (provide at least three references); and 3) price. Evaluations factors as a whole are more important than price; however, between proposals that are evaluated as equal, price to the Government will be a major selection factor.
