- The intention of this requirement is to obtain contracted integrated course development and delivery services to support DHS/Federal Emergency Management Agency (FEMA)/National Preparedness Directorate/National Integration Center/Center for Domestic Preparedness (CDP) located in Anniston, Alabama. The Contractor shall provide all support services as identified in the performance work statement. The objective of this procurement is to obtain reliable, efficient and effective services by applying a sound management and technical approach that will provide the best value and meet the objectives shown in this work statement. The primary functions to be performed are the design and development of new courses along with the revision and delivery of current courses. The courses must be delivered by qualified instructors and/or subject matter experts. The course development & delivery contractor is the focal point of training operations for the CDP programs. The contractor shall demonstrate logical progression in content to avoid redundancy and inefficiency. New courses must be in accordance with industry regulations and standards. Existing courses must be reviewed and modified utilizing a continuous improvement process. CDP curriculum development and course management will be required. The contractor will be responsible for testing and evaluation strategies, along with overall course management and delivery. In performing these functions the contractor shall provide all labor, supervision, administration, and equipment unless specifically identified in Section 4 as Government furnished. The resulting contract term will be from date of award for twelve (12) months with four (4) - one (1) year option periods. Detailed Performance Work Statement (PWS) will be included in the solicitation. The anticipated award date is April 1, 2009. Comments or correspondence must be submitted in accordance with information/instructions contained in the posting. All written correspondence must include company name, point of contact, announcement number, address, phone number, and email address. Potential Offerors are hereby notified that the solicitation and subsequent admendments to the solicitation will only be availble on Federal Business opportunities website. All responsible sources may submit a proposal, in accordance with the solicitation, which shall be considered by the Agency. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. The anticipated Request for Proposal (RFP) issue date is December 1, 2008 with a proposal due date of January 6, 2009.
