Description
N69450-09-R-1756 This design-build solicitation notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price design-build construction contract. Project P6098, a new 321,234, square feet, 3rd Army Headquarters Complex to be located at Shaw Air Force Base, Sumter, SC. The project will include the design and construction of the 3rd Army Headquarters Facility which is known as the Command and Control Facility (C2F Facility), the Headquarters Complex which is similar to a supporting administrative and warehouse facility combined, a Tactical Equipment Maintenance Facility, exterior covered equipment hardstand area and parking for 90% of staffing. The project requires LEED silver rating. The main Headquarters facility is an administrative/office type building with high security features throughout. Additiona! lly, there is a significant amount of computer type cabling and cable trays throughout the structures The project will occur in one phase over the next two years. This is a negotiated procurement utilizing the Two-Phase Design-Build selection procedures that consist of the submission of technical and price proposals. Phase-One of the procurement process is a narrowing step of offerors to a maximum of five (5) proposers (design-build teams) who offer the best technical value to the government, unless the source selection authority determines that a number more than five (5) is in the Government's interest and is consistent with the purposes and objectives of Two-Phase Design-Build contracting. In Phase-Two, the selected successful Phase-One offerors will be required to submit technical and price proposals for the project. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. The narrowing of Phase-One offerors is based on submission of design-build technical factors that include: Relevant Experience ! & Capability of Key Personnel (Technical Qualifications), Past Performance, and Past Performance in Utilizing Small Business Program. Contract award is anticipated on or around 16 June 2009. The construction completion date will be 754 days after award. The estimated price range for the entire project is between $95,000,000 and $104,000,000. The NAICS Code is 236220 with a small business size standard of $33,500,000. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov The solicitation should be available at this site on or about 04 Dec 2008. Proposals will be due on or about 06 Jan 2009. For those offerors chosen to participate in Phase-Two, the Pre-Proposal Conference and Site Visit will be on or around 12 March 2009. The solicitation package will provide location and exact dates. Offerors are responsible to check the website for the solicitation and any subsequent amendments that may be issued.
