- It is the Government's intention to negotiate on a sole source basis with Siemans to provide equipment and installation support to the Veteran's Adminstration, Detroit, MI. This project shall include the furnishing of all necessary labor, tools, miscellaneous materials, equipment, and supervision to complete the Upgrade Siemens energy management control cabinets (MBC’S). Work required includes: 1.Remove all existing controls from the current 66 field panels and expansion cabinets. This is to include all point modules, controller modules, and power modules. All these are to be replaced with the new PXC100-PE96.A, TXS1.12F4, TXM1.16D, TXM1.6R-M, TXM1.6R, TXM1.8X-ML, TXM1.8X, TXM1.8U, TXM1.8D modules. All current AOP modules will be replaced with the proper transducers and calibrated for proper operation. 2. Readdress all points to the Apogee system and adjust current programming to reflect any changes that were made in point naming. All point names should remain the same if possible to reduce the downtime of the system and reduce the amount of program changes. Energy center supervisor should be consulted before any new point names are assigned. 3. All work to be coordinated through the energy center supervisor. 4. All point modules, controller modules and power modules that are removed, shall be returned to the John D. Dingell Engineering Department. 5. Some of the work will be required to be completed on weekends or after normal business hours. 6. Make sure all existing LAN devices are connected to the new modules and fully operational. 7.Provide 12 hours of training to current VA engineering staff. 8.All wiring should comply with local codes. 9. Mount all new controllers and modules inside current MBC cabinets with din rails. 10. All work started on any cabinet must be operational on the same day the upgrade is started so as not to have areas of the medical center without control for more than 1 day. 11. Backups of all work should be made daily. 12. All graphics shall be updated to reflect any changes that were made. 13. Clean up area where work is performed of any debris that was a result of the work accomplished. 14.Provide a 3 year warranty to include parts and labor on the new controls installed. The installation is to be complete by 30 September 2009. This notice of intent is not a request for competitive proposals. This notice represents the only official notice of such solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 238210 and the small business size standard is $14 million.
