Description
THIS PRE-SOLICITATION IS BEING ADVERTISED ON AN SMALL BUSINESS SET-ASIDE BASIS, INVITING COMPETITION TO 100 PERCENT SMALL BUSINESS SET-ASIDE. THE GOVERNMENT WILL ONLY ACCEPT OFFERS FROM CERTIFIED SMALL BUSINESS CONCERNS. The North American Industry Classification System (NAICS) Code for this Solicitation is: 562112. The size standard is $11,500,000.00. The Department of the Navy (DON) is soliciting qualified parties interested in entering into a contract for hazardous waste management and operations at NSF Indian Head, NSF Dahlgren, NSF Stump Neck, NAS Patuxent River, NSF Webster Field, NSF Solomon's, and NSA Annapolis. The Contractor shall perform environmental services to support the installation's hazardous waste environmental program that ensures compliance with applicable Federal, state and local statutes and regulations, and with DOD policies, instructions and guidance.The DON intends to award a Combination Firm Fixed Price/Indefinite Quantity (IDIQ) Commercial type contract. This contract is for a base period of ten (10) months and one (1) option period of twelve (12) months. The contractor shall bring professional knowledge, skills and experience in environmental services to support the installation's hazardous waste environmental program that ensures compliance with applicable Federal, state and local statutes and regulations, and with DOD policies, instructions and guidance.The work under this contract will be performed predominately in NAVFAC Washington's area of operation, including but not limited to NSF Indian Head, NSF Dahlgren, NSF Stump Neck, NAS Patuxent River, NSF Webster Field, NSF Solomon's, and NSA Annapolis. The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal confirming to the solicitation will be the LOWEST PRICE TECHNICALLY ACCEPTABLE OFFEROR to the Government, price and technical factors considered. The specific evaluation factors will be included in the Solicitation. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most favorable terms. Proposers should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. The solicitation will be issued on approximately 08 December 2008. The receipt date of proposals will be on approximately 5 January 2008. The solicitation is available in electronic format only. Contractors are encouraged to register for the solicitation when downloading from the Navy Electronic Commerce Online website. Only registered contractors will be notified by email when amendments to the solicitation are issued. All documents will be in the Adobe Acrobat PDF file format via the Internet. In accordance with the provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for awa! rd.
