- Description
- The US Army Medical Research Acquisition Activity (USAMRAA), on behalf of the US Army Medical Research and Materiel Command (USAMRMC), has a requirement for the next generation extension of the Wireless Vital Signs Monitor (WVSM), called the WiMed or Wireless Medical Monitoring System, which will streamline casualty care while providing objective quantitative data records to make life saving decisions. The WVSM acquires and transmits vital signs and trend data from point of injury to the trauma care physicians and attendants while being mounted on the victim. The WiMed is a comprehensive jump forward in critcal care by linking all patient care within the same wireless system and platform. The final phases of development for this system include air worthiness testing and immediate deployment in Iraq. USAMRAA intends to negotiate a sole source contract with Athena ISG/GTXtreme, Inc (dba Athena GTX). Athena GTX is the current provider of the Wireless Vital Signs Monitor and has already completed extensive work on the WiMed, including prototypes which have already been funded and tested. The intent is to make a sole source award pursuant to FAR 6.302-1(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements and FAR 6.302-1(a)(2)(ii), supplies are deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements. This notice of intent is not a request for competitive quotes. No solicitation document exists. Any firm that believes it can provide the stated capability within the established timeframe is invited to submit written notification to the Contracting Officer by way of the Contract Specialist within fifteen calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability within the established timeframe. Information can be sent to the Contract Specialist, Kathryn McCune at kathryn.mccune@us.army.mil. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
