Description
The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement for continued development of the Warfighters Simulation (WARSIM). This is to announce PEO STRIs intent to award a Cost-Plus-Fixed-Fee (CPFF) contract with Lockheed Martin Simulation, Training & Support (LM STS). The estimated value of this award is approximately $39.5M, with a period of performance of 24 months. LM STS is the only known company capable of fulfilling the requirement. The additional effort will continue the development, test, integration, installation, training and exercise support of WARSIM. The Government intends to pursue a sole source award to LM STS for this 2009-2011 requirement. WARSIM trains and provides mission-rehearsal capabilities for Army and Joint commanders and their staffs during war, conflict, and peacetime. The system provides the capability to train military operations in war as well as in non-war situations as enumerated in appropriate U.S. Army field manuals. The WARSIM system uses a software computer-based simulation and associated hardware to support the planning, decision-making and operational execution of unit commanders and their staff from brigade through theater level, as well as the training events in educational institutions. Designed and built using modern computer technology, modern software engineering techniques, and verified/validated algorithms and databases, it will allow units worldwide to train using their organizational real-world command and control equipment. The system is also compliant with the High-Level Architecture (HLA). The point of contact for information regarding this solicitation is Felicia Kolb at (407) 380-4221. Responses can be sent to Felicia.Kolb@us.army.mil by 3 Dec 08. This is not a request for proposals. A determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government, in accordance with FAR Part 6.
