Description
Notice of Intent to Sole Source 1. The 10MSG/LGCB, Operational Contracting Office, USAF Academy, CO intends to award a sole source, firm fixed price purchase order to the Robot Vision Laboratory at Purdue University for research in accordance with FAR 6.302-3 (a)(2)(ii). This acquisition is for research to advance the current research state of the distributed sensor system on Unmanned Aerial Vehicles. Purdue Robot Vision Laboratory is recognized worldwide as one of the premier leaders in computer vision and sensor fusion technologies and will provide the necessary research to develop camera sensor based target recognition algorithms, run experiments, collect data, and analyze data. The project magnitude for this effort is less than $50,000.00. 2. The North American Industrial Classification System (NACIS) number is 541712 and the business size standard is 500 employees. This synopsis is for information purposes only and does not constitute a solicitation for bids or proposals. 3. Federal Acquisition Regulation (FAR) Part 13 procedures will be utilized for this acquisition. Any vendor that feels they can meet the government's requirement may submit information (2 pages or less) to support their claim. The closing date of this synopsis is 4 p.m. Mountain Standard Time (MST) 18 Nov 2008. 4. Please contact Elizabeth M. Lawson, (719) 333-4060 or elizabeth.lawson@usafa.af.mil if you have any questions. 5. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
