- Contracting Office Address Department of the Air Force, Air Force Space Command, 21 CONS, Utilities Privatization Program, 135 E. Dover St, Ste 1055, Peterson AFB CO 80914 Description Notice of Intent to Negotiate with a Sole Source Electric Utility Distribution System Operations and Maintenance (O&M) Service provider for the privatization (Sale) and subsequent O&M of the Electric Utility Distribution System for Cape Cod AFS, Massachusetts; NSTAR, 175 McArthur Blvd, New Bedford MA 02740. Utilities Privatization is defined as the transfer of ownership, executed by a real estate document, Bill of Sale, and subsequent responsibility for the O&M, repair and replacements, and future capital upgrades for the Electric Utility Distribution System. In accordance with 10 U.S.C. 2688, a Competitive Request for Proposal was issued to industry September 2003. The Government exhausted all prudent efforts to obtain economical proposals for privatizing the electric utility distribution system at Cape Cod AFS MA; therefore, in accordance with the statute, the Government has determined to move forward with sole source negotiations. If successful, utility conveyance will be for a period of 19 years, which is the duration of the property use permit applicable at Cape Cod AFS. Transfer of title will occur through execution of a Bill of Sale. Utility O&M service contract will be for the Electric Utility Distribution System, and will be governed by Federal Acquisition Regulations. The transfer of property and granting of access is authorized by 10 U.S.C. 2688, as amended. The Electric Utility Distribution System at Cape Cod AFS supports approximately 140 personnel, 100 acres, and 12 buildings. NSTAR will be required to comply with all service distribution requirements outlined in the solicitation, obtain all applicable permits, licenses and certifications necessary for performance, possess the financial resources necessary to provide uninterrupted electric utility distribution services, and to possess the financial resources required for capital improvements required by industry standards.
