Description
The Office of Thrift Supervision (OTS) intends to award a Blanket Purchase Agreement (BPA) to Bloomberg Finance L.P., 731 Lexington Avenue, New York, NY pursuant to FAR Part 13.5. The BPA will be for Bloomberg Services for the OTS Headquarters and Regional offices (DC, West, Central, NE, and SE) for the following Bloomberg Services: Bloomberg Anywhere, Open Bloomberg, Access Point, and associated licenses, services, and equipment. The period of performance will be three years. Responsible firms must submit a written response to this notice which allows the OTS to determine the Offeror's capability to meet the requirement for this proprietary service. A separate solicitation is not available. Quotes in response to this notice must include 1.Technical Information - literature describing items. 2.Past Performance Information. Oral questions will not be accepted. Questions must be submitted via email to isabel.romancogswell@ots.treas.gov. Responsible firms may submit a written response this notice. Oral proposals will not be accepted. The OTS intends to solicit and negotiate with only one source under the authority of FAR 6.302 and FAR 13.5. A BPA will only be awarded after determining that it is the most advantageous means of satisfying OTS's needs. This notice of intent is not a request for competitive proposals. However, all information received with pricing and sufficient technical documentation to establish a bonafide capacity to meet the requirement received by 2:00PM EST, November 28, 2008 will be considered by the Government. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Such information, if submitted, should be emailed Isabel.romancogswell@ots.treas.gov. QUESTIONS MUST ALSO BE SUBMITTED VIA EMAIL BY 2:00 P.M. EST, November 28, 2008. TELEPHONIC QUESTIONS WILL NOT BE ACCEPTED. If this procurement is competed, no additional synopsis will be published and a request for proposal will only be forwarded to the intended vendor and firms that respond to this synopsis of intent.
