Posted Date: Nov 18, 2008 Classification Code: Y - Construction of Structures and Facilities Set Aside: None Naics Code: 236210 - Industrial Building Construction Contracting Office Address USPFO for Kansas, 2737 South Kansas Avenue, Topeka KS 66611-1169 Description The 184 th IW, McConnell AFB, Wichita, Kansas intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price contract to provide all labor, transportation, materials, tools, equipment and supervision necessary for the construction of new facilities, 22,346 square feet to Upgrade Range Complex, Smoky Hill Air National Guard Range, Salina, Kansas in accordance with plans and specifications to be posted on or about Dec 10, 2008 on www.fbo.gov. Pre-Bid Meeting will be Jan 6, 2009 at Smoky Hill Range, Salina, KS. Magnitude of this project is approximately between $5,000,000 and $10,000,000. Completion time is anticipated to take approximately 365 calendar days from Notice to Proceed. Project number VUBV059124. This project involves the construction of facilities including an Operations Building, 2 story 10,000 SF (6448 SF main floor, 3626 SF second floor), a new Vehicle Parking Addition 3360 SF, a Storage MAG AG (SAMS) building 600 SF, a Range Target Storage Building 4800 SF, a Range Residue Holding Area (metal building system) 3200 SF, an Electric Generator Building 386 SF, Extend/Modify existing Storage Building 3150 square feet, and Total Demolition of 5385 SF. Operations Building and supporting Electric Generator Building has a reinforced concrete foundation and floor slab, with precast concrete and brick on block wall (CMU) construction on exterior, with CMU and gypsum board on metal stud walls on interior, paint, and vinyl wall coverings. Roof: standing seam metal roof on metal bar joist. Mechanical: Heat pump units, with geothermal ground source field and loop and a fire suppression system reservoir storage tank which is rain-water-fed and supports sewage disposal, typical HVAC. Electrical: fluorescent light, outlets, A/V, Data and voice, Mass notification, and fire alarm system. The site will include concrete sidewalks and parking areas, 7' galvanized fencing and an operable arm gate. All other buildings are metal building systems used primarily for storage and repair and are constructed out of metal panels on steel frame/girts and standing seam metal roofs on metal purlins. Some buildings will be heated. Exterior work includes: extending existing utilities and road access to each facility, upgrading the operations area site with new fences, gates and parking area, repairing sewage lagoon fences, extending communication trunks to new and existing buildings and upgrading the existing entry gate. Provide temporary facilities during building construction to allow facility demolition in the footprint of construction. Additional supporting facilities and infrastructure include: a new generator building to house backup power requirements for the existing air traffic control tower, relocation/rebuild of the fuel station to provide more fuel efficient fuel management and operations, upgrade of the existing sewage lagoons (deteriorated fences and gates), and upgrade of existing main entry gate to meet security requirements. New infrastructure will extend water, gas, sewer, electrical and communications systems as required to each new building and support facility. Project will incorporate Leadership in Energy and Environmental Design (LEED) and sustainable development concepts.
