- Description
- The Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), Riverdale, MD, intends to acquire Plastic and Metal Identification Eartags for use with sheep and goats to support the Scrapie Eradication Program. Product samples will be required. Product samples will evaluated from the period beginning December 1, 2008 through September 30, 2009. The Offeror shall submit Product Samples of twenty-five (25) tags and two applicators, and an application to produce official scrapie program tags (see attachments) for any tag that is not currently approved for scrapie program use to the following: USDA, APHIS, VS, NCAHP,RHP, Attn: Dr. Diane Sutton, 4700 River Road, Unit 43, Cubicle 4B02.29, Riverdale, MD 20737-1232 by December 15, 2008. The Offerors whose product sample(s) are approved will be able to submit offers to supply the Government with the plastic or metal eartags. The tag samples will be submitted at no cost to the government during the evaluation phase. The solicitation will be 100% small business set-aside. Multiple awards are anticipated. The Government may require vendors that submit competitive offers to provide 6 months of third party verified retention data comparing their tag in the same animal to a tag provided by the United States Department of Agriculture and may require up to 1,000 tags printed as specified to be provided for evaluation by USDA before making the final selection. The associated North American Industry Classification System (NAICS) code 326199, Size standards in number of employees for this code is 500. FOB Destination. A fixed priced Indefinite Delivery, Indefinite Quantity (IDIQ) is contemplated. The solicitation no. AG-6395-S-08-0105 is to be affixed to all product samples/documents submitted in reference to this requirement. The contract will be awarded covering the period from October 1, 2009 through September 30, 2010, with 4-1 year renewal options. Delivery shall be 10 business days after receipt of a delivery order. Please submit all questions regarding this procurement via email to the Contracting Officer. Telephone requests will not be accepted. Paper copies of the RFP and/or amendments will not be issued. The solicitation and the specifications will be made available electronically at this website only. All changes to the pre-solicitation notice, solicitation and any attachments shall be posted to the website at: www.FedBizOpps.gov. NOTIFICATIONS WILL NOT BE SENT TO OFFEROR REGARDING THE ISSUANCE OF THE SOLICITATION NOR ANY OF ITS AMENDMENTS. IT IS THE OFFEROR’S RESPONSIBILITY TO CHECK THIS WEB SITE PERDIOCIALLY FOR UPDATES. The offeror must submit a street mailing address and an email address (if available) in all correspondence in reference to this requirement. The Request for Proposal (RFP) should be posted to this website on or about September 1, 2009.
