Description: This is not a request for proposal. The 61st Contracting Squadron is contemplating a solicitation for an Architect-Engineer (A-E) and Environmental Engineering Services contract. The government anticipates conducting a competitive acquisition for this requirement. The performance period will consist of one base year with options to extend up to four additional years, for a possible period of five years. The magnitude of this contract is anticipated to not exceed $15,000,000.00; this is an aggregate value that includes the base year and each of the four option years. Options will be exercised as funding becomes available. This notice is full and open to all businesses that can meet the requirement. The North American Industry Classification System (NAICS) for this acquisition is 541330, Engineering Services, with a size standard of $4 million. This requirement is for all Engineering and Environmental services, task and functions to support Los Angeles AFB (LAAFB) located in El Segundo CA and supported off-base sites (all contractor manpower must work out of the main El Segundo, CA location). The contractor will provide all engineering and environmental support services in support of the Environmental and Engineering programs and will function as an integral part of the 61st Civil Engineer and Logistics Squadron. The Contractor shall provide Civil, Electrical, and Mechanical Engineering Services, Community Planning and Programming, Environmental/Construction Management/Oversight and Inspection Services, Computer-Aided Design Drawings (CADD) Services, Administrative and Clerical Services, and Real Property Management and Space Planning Management Services to LAAFB. Task will be required to be performed by credentialed professional that are licensed (e.g. registered professional engineer) to practice in the state where the facility is located and that has the necessary expertise and knowledge to undertake a specified task. These task include planning, programming, studies, investigations, interior design services, and other services not associated with a specific construction project. Engineering services include design, construction management and programming. Design: The contractor shall provide design services to include but not limited to contract A&E design management, maintainability review, constructability review, detailed cost estimate preparation, project statement of work (SOW) preparation, field condition analysis and any other service necessary to ensure the funding and execution of an adequate design. See attached Performance Work Statement for more information. All interested firms must submit a capabilities package that demonstrates capability and expertise related to this requirement (NTE 10 pages) electronically to dreamy.peckhem@losangeles.af.mil or corry.randy@losangeles.af.mil. Packages must include company name, CAGE code, address, phone number and whether their firm is a large business, small business, 8(a), HUBZone, etc. Firms should provide qualifications including a listing of any government Architect-Engineer and Environmental Engineering Service contracts held over the last three years that are similar in complexity and magnitude to this requirement. This listing should include services provided, dollar value, location, and performance period. The closing date for responses to this sources sought synopsis is 24 Nov 08.
