- Description
- The Department of State has a requirement to procure services for the maintenance, operation, and management of the Global Employment Management System (GEMS). This sources sought notice is issued for the purpose of determining if there are at least two responsible small businesses capable of meeting the requirement. Offerors must be able to demonstrate experience in maintaining, operating and managing PeopleSoft v8.8 or later in a production environment, including any follow-on functional requirements and application support; assessed at CMM Level II or higher; depth and breadth of experienced personnel to allow support of an aggressive schedule; demonstrated understanding and functional expertise in HRMS applications supporting federal government customers with a world-wide scope, including elements unique to federal personnel processing (including payroll interface development and maintenance); demonstrated extensive experience with the federal version of PeopleSoft 8.8 and federal government large scale initiatives. The facility clearance level for this requirement is secret. The incumbent is currently performing with 21 cleared personnel at the secret level. Award of this requirement is anticipated to be completed mid January 2009. The contractor must have in-depth knowledge and experience in supporting an HR centric customer service center; identifying, analyzing, and documenting functional and technical requirements and designs; development; both technical and functional testing; and planning, implementing; and supporting the PeopleSoft Human Resources Management System (HRMS) application. The contractor must possess a thorough knowledge of PeopleSoft architecture, table structures, record definitions, and other elements unique to federal personnel processing (including payroll interface development and/or maintenance); demonstrated experience with the software development lifecycle; and a project management methodology to manage the system. In addition the contractor must demonstrate experience with PHIRE which is the application change management tool. The contractor will be responsible for providing functional and technical support for the operation and maintenance of the GEMS application and interfaces, which includes maintenance of PeopleSoft v8.8 in compliance with current PeopleSoft patches and releases; manage the application support service center, i.e., the help desk, change management, and the functional business requirements and analysis process; and operation and maintenance of the 8.8 version of GEMS in the production environment, including production control support and all existing external interfaces. The GEMS support service center will operate as a Tier 2 level of support Monday through Friday from 7:30 am to 5:30 pm, excluding federal holidays, and may be required to provide user level support on Saturdays from 8:00 am to 3:00 pm. The key personnel for this requirement are program manager, senior technical, senior functional, and the senior change management consultants. Replacement for key personnel must be provided with 14 days of position vacancy and all other vacancies must be filled within 30 days of position vacancy. Interested small businesses shall e-mail a letter signed by a corporate official who can officially bind the company and verify that the company meets the above requirements. This letter shall describe within a four page maximum the company’s ability to meet all the technical requirements listed above. In addition, the contractor shall provide a project experience matrix attached to this notice (not included in the four page count) which lists the federal government clients (PeopleSoft Federal HRMS customers are highly preferred, including version number) for which the contractor has provided PeopleSoft planning, requirements and analysis, design, development, testing, change management, life cycle management, production control, operation and maintenance, and customer support help desk in the attached format. The letter and project experience matrix shall be e-mailed to ClementsRL@state.gov and cc’d to CareyDA@state.gov by 4:00 pm EST on November 24, 2008. All of the above must be submitted in sufficient detail for a decision to be made as to whether there are two responsible small businesses capable of meeting this requirement. Failure to submit sufficient detailed information will result in a contractor not being considered for this requirement.
