- Description
- The Government is requesting information from Service Disabled Veteran Owned Small Business interested in providing support services described herein in support of a Labor Hour type contract to provide logistic management, administrative data management and supply inventory specialist to augment the Government Staff at thirteen (13) locations throughout the United States. Respondents who currently have a General Service Administration (GSA) contract should identify that contract number in their response and provide their Government entity (CAGE) code in their response. This is not a request for proposals. Please do not submit proposals at this time. All contractor employees are required to be U.S. Citizens and to possess a SECRET clearance. Employees must be able to understand, read, write and speak English, (this speaking skill is not required of hearing or speech impaired individuals). MS Office suite expertise is required. The thirteen locations and positions for those locations are: 406th Army field Support Brigade, Ft Benning, GA, Logistic Manager; Ft Brag, NC, Logistic Manager; Ft Campbell, KY, Logistic Manager; Ft Drum, NY, Logistic Manager; Ft Knox, KY, Logistic Manager; Ft Polk, LA, Logistic Manager, Admin/Supply Inventory Specialist; Ft Stewart, GA, Logistic Manager. 407th Army field Support Brigade, Ft Bliss, TX, Logistic Manager, Administrative/Data Analyst; Ft Carson, CO, Logistic Manager, Administrative/Data Analyst; Ft Hood, TX, Logistic Manager, Ft Riley, KS, Logistic Manager, Administrative/Data Analyst; Ft Sill, OK, Logistic Manager. ASC HQs (G3 Ops), Logistic Manager. Logistic Managers shall be knowledgeable of Army modularity and transformation initiatives, specifically, the Army force Redistribution process (ARFORGEN), to include Left Behind Equipment, Pre Deployment Training Equipment and RESET. Specific tasks may include: Operations Centers secure/classified open storage vault policies, procedures and techniques, crises and incident management, RESET, retrograde, readiness, training and unit status reporting (USR). Assist in the preparation, review, maintenance and execution of operational plans (OPLANs) and procedures. Shall analyze and research questions for the AFSB (Army Field Support Brigade), AFSBn (Army Field Support Battalion), LSE (Logistics Support Element) as well as installation activities. Coordinate with Army Material Command (AMC) Life Cycle Management Command, Defense Logistics Agency (DLA) and General Services Administration (GSA) representatives. Provide a central information point for Contractors on the Battlefield, to include gather data and information to a twenty-four hour a day/seven days a week, Continental United States Contractor Coordination Cell. Shall provide monthly readiness analysis to the senior Commander or his/her designated representative on activities and significant issues. Administrative/Data analyst shall be knowledgeable of analytical, statistical and evaluative methods and techniques to identify and resolve procedural issues and problems. Shall have knowledge of LSE, MSC (Major Subordinate Command), AMC and customer command missions, functions, organizations, goals and programs to provide a wide variety of management support services. Shall have knowledge of pertinent laws, regulations and policies that affect administrative operations such as correspondence, personnel, resource management information management, security, training etc. Shall provide assistance on the overall organizational and administrative matters, review and analyze directives and policies, recommend revised policies and procedures, analyze office operations and develop policy, guidance and instructions to ensure effective and efficient management of the organization. Supply Inventory Specialist shall assist in the preparation, review, maintenance and execution of operational plans and procedures on a daily basis, performing duties that require analytical ability, judgment, discretion and knowledge of the Army Sustainment Command (ASC), and develop plans and procedures to enable the supported unit to conduct operation in a high OPTEMPO secure environment. Assist with interpretation, operational, strategic and functional analysis for issues, initiatives and tasking as assigned, including readiness reporting, unit status reporting in conjunction with the Commander and administrative tasks associated with gathering and reporting information. Analyze statistical data and reports to ascertain trends, conformance to standard and directives, and efficiency of operations. Provide supply analysis support for rotational units at the NTC and JRTC Central Training Centers. Shall be responsible for supply accountability of LSE property books maintaining accountability of over one hundred lines of life support equipment for rotational BLSTs (Brigade Logistics Support Teams). The Government will provide computers, office supplies and all other materials and equipment required to perform work under this contract, with the exception of vehicles and cell phones. Hours of Operation will be based on the normal work schedule of the AFSB/AFSBn and are subject to change as mission requirements emerge. Unless otherwise noted, all service require the contractor to perform during normal hours of operation. Given the nature of the work required, the contractor shall be expected to perform the requirements on scheduled Federal holidays. The contractor shall be required to immediately respond to an emergency situation during and outside of normal duty hours. Interested Service Disabled Veteran Owned Small Businesses are requested to submit interest and capability statements to include a brief summary of similar past performance. Alternative approaches are also, invited if the number/location of performance sites would discourage ability to perform.
