- Synopsis - 16, Actuator 1.Estimated issue date: 5 Dec 2008, Estimated response date: 5January 20092.RFP #: SPRTA1-09-R-01603.PR#: FD2030-09-802224.Nomenclature/Noun: Actuator5.NSN: 1650-01-054-64086.P/N: 1211178-101 7.Applicability: F168.AMC: 3P DELIVERY: TINKER AFB OK 73145-9013 9.History: Last purchase was Nov 2007, Arkwin Industries, qty 7,unit price estimate <$4500.00 each10.Description: Approximately 10" x 4.6" aluminum overall. The caplinear actuator is used on the hydraulic speed brake actuator. Thiswill be a solicitation for a requirements contract. Average BEQ is 6 peryear. Surplus will not be accepted. 11. To: ARKWIN INDUSTRIES INC. The proposed contract action is forsupplies and services for which the Government intends to solicit andnegotiate with only one, or a limited number of sources under theauthority of FAR 6.302. Interested persons may identify theirinterest and capability to respond to the requirement or submitproposals. This notice of intent is not a request for competitiveproposals. However, all proposals received within forty five-days(thirty days if award is issued under an existing basic orderingagreement) after date of publication of this synopsis will be consideredby the Government. A Determination by the Government not to competethis proposed contract based upon responses to this notice is solelywithin the discretion of the Government. Information received willnormally be considered solely for the purpose of determining whether toconduct a competitive procurement.The solicitation will be available for download on the release date fromwww.fedbizops.gov. No telephone requests. Hardcopies of thesolicitation will not be sent from this office. While pricewill be a significant factor in the evaluation of offers, the finalcontract award decision may be based upon a combination of price andpast performance factors as detailed in the solicitation. Thepurpose of the Ombudsman is not to diminish the authority of the programdirector or contracting officer, but to communicate contractor concerns,issues, disagreements, and recommendations to the appropriate governmentpersonnel. When requested, the Ombudsman will maintain strictconfidentiality as to source of the concern. The Ombudsman does notparticipate in the evaluation of proposals or in the source selectionprocess.
