- Y -- SOURCES SOUGHT The U. S. Coast Guard is considering whether or not to set-aside an acquisition for Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business or Small Business concerns only. The estimated magnitude of this construction project is more than $25,000,000.00. The applicable North American Industry Classification System (NAICS) for this acquisition is 236220 and the small business size standard is $33.5 Million. The estimated time for completion is 540 days. The solicitation, when issued, will be formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of the FAR 15.203 for a competitive negotiated procurement utilizing the authorized Two-Phase Design-Build selection procedures of FAR 36.3. The acquisition is for the design and construction of a Rescue Swimmer Training Facility (RSTF) to include a Modular Egress Training Simulator (METS) or “Dunker” at the U. S. Coast Guard Support Center, Elizabeth City, NC The project scope includes the design and construction of approximately a 50,000 gross square feet (GSF) facility to directly support the ATTC command in the training of the Coast Guard’s Rescue Swimmer program. The RSTF will consist of two training pools; (1) a 25m x 50m training pool and (2) a 30ft x 60ft dunker pool; each with a durable, low maintenance pool finish. The 25m x 50m pool will promote a safe training environment for all Rescue Swimmer training scenarios; particularly when working with parachutes. This pool will also have many technological features to simulate the real-world environment to include jumps towers, rotor wash simulation, fog generation, dusk and night simulation, and a wave generator. The RSTF will also include a Modular Egress Training Simulator (METS) or “Dunker” pool. The Modular Egress Training Simulator (METS) is an advanced underwater escape training simulator. The METS demonstrates real-time immersion and inversion, and features exit-specific technology that replicates more than a dozen types of fixed-wing and rotary aircraft. In addition to the construction of two pools, the RSTF will also include properly sized support spaces. These support spaces include segregated locker rooms for students and instructors, a wet storage room for training gear/aids, a lecture classroom, an inflatable’s laboratory, an oxygen laboratory, and instructor office space. At the present time, the acquisition is expected to be issued under full and open competition procedures.
