- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-09-Q-0672. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. This is 100% set-aside for small business. Size standard is $4.5 Million. NUWC Division Newport intends to award a sole source firm fixed price contract to PMI Industries, Inc of Cleveland, OH for Services required to test, recondition, dismantle, crate, load and transport The Towed Array Facility OK-410 Winch System from PMI Industries in Cleveland, Ohio to the Naval Undersea Warfare Center Division, Newport. Our current program schedule requires this system to be delivered to Newport, RI by 02 January 2009. The OK-410 is a very large, complex piece of equipment that is attached to building services that our owned by PMI Industries. Therefore, it is mandatory that PMI disconnect the machine from their building services. In addition, PMI Industries are the only ones who know what changes have been made to this system to allow it to auto-cycle. They are also the only ones who have the mandatory documentation to support this effort. Awarding to another contractor would incur substantial duplication of costs to the Government and qualifying another contractor could take up to 6 months. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Simplified Acquisition Procedures (SAP) and commercial item procedures as set forth in FAR Parts 12 and 13 apply. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
