Description: All interested parties are encouraged to read this entire pre-solicitation announcement. The 50th Contracting Squadron at Schriever AFB, Colorado, seeks 8(a) businesses to perform technical services in support of the Space Innovation and Development Center (SIDC) and the Air Force Tactical Exploitation of National Capabilities (AF TENCAP) at Schriever AFB CO. This effort will include providing operations support, overall program management, systems engineering and analysis, and other space application-related efforts for the SIDC as well as other Air Force (AF), Department of Defense (DoD), and Government agency programs. In addition, the effort will be directed toward examining, assessing, and developing the means to integrate National System (NS) and DoD space system support to enhance combat and research and development capabilities within the AF. This includes and/or involves integrating existing and advanced technology weapons, platforms, and special test facilities, as well as the technical expertise (e.g. knowledge of emerging space-based technologies and systems) to assist SIDC-related activities. Proper planning and programming are essential to provide the necessary technical, management, administrative, and security expertise needed for developing integrated support concepts for the SIDC. The Government's overall acquisition strategy will be an 8(a) competition. The draft Request for Proposal (RFP) for this effort is attached. An Industry Day will be held at the Schriever AFB Auditorium, Building 300, Schriever AFB, CO. Industry Day will begin at 0800 hours on 9 Dec 08 with a general session for all participants. Each CONTRACTOR TEAM is limited to five (5) participants for this briefing. Beginning at 1300, two (2) representatives from each CONTRACTOR TEAM will be authorized to receive an AF TENCAP project brief. These individuals must have active TS/SCI clearances. Visit Access Requests (VAR) should be submitted to the SIDC Security Office through the Joint Personnel Adjudication System (JPAS) no later than COB 3 Dec 08. The "Government Visit POC" block should be titled "3IS Industry Day". One-on-ones with interested parties will be held: Wednesday, 10 Dec 08 (0800-1800), Friday, 12 Dec 08 (0800-1800), Saturday, 13 Dec 08 (0800-1200 if needed), and Monday, 15 Dec 08 (0800-1800 if needed) in Building 210, Room 346, Schriever AFB, CO. These meetings will be scheduled in one hour slots and are first come, first served. Please submit your top three time choices when you RSVP. There is no limit on the number of team members that may attend. In order to facilitate better communication at Industry Day and during one-on-ones, interested parties should submit questions/comments in writing to Stacy Reed, e-mail stacy.reed@schriever.af.mil or Andrea Pitt, e-mail andrea.pitt@schriever.af.mil. Questions/comments must be received no later than five (5) business days prior to Industry Day. Contractors should RSVP by COB 1 Dec 08, via e-mail, of their intent to attend Industry Day and to make an appointment for one-on-ones. Please provide the names, company being represented, point of contact information (business mailing address and telephone number), and which meeting(s) each person will be attending. The Government will not reimburse interested sources or responders to this notice for any costs incurred in responding or for subsequent exchanges of information. The Government intends to publish the questions and comments received as a result of Industry Day and the one-on-one briefings.
