- SOLICITATION NUMBER N69450-09-R-1258DESIGN-BUILD MACC (LARGE) FOR NORTHERN FLORIDA & SOUTHERN GEORGIA THIS SOLICITATION IS UNRESTRICTED AND OPEN TO PARTICIPATION BY ALL INTERESTED FIRMS WITH SPECIALIZED EXPERIENCE AND QUALIFICATIONS REQUIRED BY THIS PROJECT. This Solicitation will result in an award of up to five separate Design-Build Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) contracts for general construction projects for Department of Defense activities in Northern Florida and Southern Georgia managed by the Naval Facilities Engineering Command Southeast (NAVFAC SE). This solicitation is for a base year and four one-year option periods for a maximum of sixty months or a maximum value of $250,000,000 for all contracts, whichever comes first. The source selection authority may determine that a number greater or less than five offerors is in the Government's interest. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement utilizing the Two-Phase Design/Build selection procedures. The source selection process to be used is Best Value Trade-Off Approach. Projects (Task Orders) for this contract will be for general building type projects (new construction, renovation, alteration, and repair of facilities and infrastructure, roofing, demolition, and routine renovations) including but not limited to, 1) aviation and aircraft facilities, 2) marine facilities, 3) barracks and personnel housing facilities, 4) administrative facilities, 5) warehouses and supply facilities, 6) training facilities, 7) personnel support and service facilities, 8) security level facilities, 9) abatement and handling of hazardous/regulated materials (including and not limited to asbestos, lead paint, mold remediation, and PCB's). Projects may also require comprehensive interior design and incorporation of sustainable features. Projects issued under this contract will require either single discipline or multi-discipline design services or may include 100% construction performance specifications. Projects can be based on design-build, modified design-b! uild, or full plans and specifications format, ranging in size from $12,000,000 to $30,000,000. The work will be concentrated at, but not limited to the following locations: Naval Air Station Jacksonville, FL; Naval Station Mayport, FL; Naval Support Activity Orlando, FL, Naval Submarine Base Kings Bay, GA; and surrounding Supported Commands in Northern Florida and Southern Georgia. Work may be required in other areas in the area of responsibility of NAVFAC Southeast if deemed necessary and approved by NAVFAC SE's CCO. The period of performance will be for one base year with four one-year option periods for a maximum of sixty months or maximum dollar value of not-to-exceed (NTE) $250,000,000 for all contracts, whichever comes first. Task orders will be firm fixed-priced, normally in the range of $12,000,000 to $30,000,000 per order. However, smaller or larger dollar value projects may be considered at the discretion of the appropriate NAVFAC authority if it is determine! d to be in the best interest of the Government. The NAICS for this procurement is 236220 with a size standard of $33,500,000.00. Please be sure to register for NAVFAC's UIC N69450, to receive notification of amendments. Register also on the Planholders List for this project. Planholders List in a Two-Phase Solicitation may only be available during Phase I.. Please ensure you print or download the Planholders List prior to the solicitation moving into Phase II.. The Phase I Solicitation will be available on or about 15 December 2008. Phase I Proposals will be due on or about 15 January 2009. The solicitation package will give exact dates. There will NOT be a Pre-Proposal Conference/Site Visit during Phase I.
