- NASA/JSC has a requirement for REPLICATIVE ICE PHASE CHANGE MATERIAL (PCM).NASA/JSC intends to purchase the items from Energy Science Laboratories, Inc. NASA Johnson Space Center (JSC) intends to investigate the use of water/ice as a PhaseChange Material (PCM) heat sink for use on Constellation Program Office (CxPO) spacevehicles. Paraffins are traditionally used as the phase change material, and JSC haspreviously purchased a number of n-pentadecane PCM heat sinks manufactured by EnergyScience Laboratories, Inc. (ESLI). These units each have a latent thermal storagecapacity of 450 kJ and were sized to be representative of PCM heat sinks that would beused on the Orion Crew Exploration Vehicle. Because water has a latent heat of fusionapproximately 70% larger than that of traditional paraffin (wax) PCM's, the use of thewater has the potential for significant mass savings. The Advanced Thermal ControlSystems (ATCS) project of the Exploration Technology Development Program (ETDP), willobtain a water/ice PCM unit with the same latent thermal storage capacity as the existingwax PCM units, hence the name Replicative Ice PCM (RIP). The RIP unit will be testedside-by-side with an exsisting wax PCM unit in order to demonstrate the somparativeperformance of the RIP and to verify that it does in fact replicate the latent thermalstorage capacity of the existing wax PCM units.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Adrian Clayton at adrian.d.clayton@nasa.gov not later than 4:30 p.m.local time on December 5, 2008. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
