Description
The Safe, Accountable, Flexible, and Efficient Transportation Equity Act—A Legacy for Users (SAFETEA-LU) and The Transportation Equity Act for the 21st Century (TEA-21) stipulates that the Secretary of Transportation must make a number of determinations before a grant or loan can be made for the construction of any project seeking Section 5309 New Starts funds. These determinations require that the planning process generate credible information on project costs, ridership, financing, and environmental impacts. 49 U.S.C. Chapter 53 Section 5309 contains criteria for determining whether New Start projects are eligible for funding. The Federal Transit Administration (FTA), Office of Planning and Environment (TPE) assesses New Starts projects to verify that requirements for eligibility for New Starts funding have been met. Reviews of past New Starts projects have documented that ridership forecasts have frequently varied significantly from ridership experienced after those projects have been opened for service. In addition, increasing numbers of project sponsors are seeking New Starts funding, yet cannot demonstrate that adequate planning information has been produced during alternatives analysis. To support development of accurate information on New Starts projects seeking New Starts funding, the Office of Planning and Environment provides guidance, technical assistance and oversight of the planning and project development process. The results of this procurement will help ensure that alternatives analyses produce reliable information that can support the identification of projects that merit federal investment. The purpose of this procurement is to obtain contractor support services for providing technical assistance to FTA, TPE. FTA anticipates that the required services will focus on the following functional/task areas: 1 – Collection of data on transit ridership patterns 2 – Urban travel models 3 – Forecasting for New Starts and Small Starts projects 4 – Refinement of methods for FTA oversight of New/Small Starts travel forecasts
