Description
In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, National Vehicle and Fuel Emissions Laboratory (NVFEL), located in Ann Arbor, Michigan is seeking to either 1) procure up to seven new Portable Emissions Measurement Systems (PEMS) OR, 2) upgrade up to seven existing PEMS to comply with 40 CFR, Part 1065. The end result is that the EPA will have PEMS that have both gasoline and diesel emission measurement capabilities. As part of the 2007 Heavy In-Use Rule and its Amendments and 40 CFR Part 1065, a variety of new emissions regulations have been implemented for vehicles and engines. One of the requirements is to conduct on-vehicle emission measurements in the field in a manner that has minimal impact on the in-use vehicle. The EPA NVFEL has undertaken a comprehensive program to implement new and refined test systems, including PEMS, to enhance the capabilities to conduct these tests with precision and accuracy, on a broad range of vehicles, both gasoline and diesel. The new PEMS provided under any resulting contract (whether new units or upgraded Sensor?s Semtech-G units) shall conform to the requirements specified in the Statement of Work and the 40 CFR Part 1065 requirements referenced in the SOW. For the equipment specified, the contractor shall have total system responsibility, which shall include all phases of the project, including configuration, design, fabrication, assembly, integration, quality assurance, delivery to EPA-NVFEL, installation, calibration, commissioning, acceptance testing, and documentation. The contractor shall be responsible for documenting measurement traceability and system acceptance in a manner suitable for audit to ISO standards. The NAICS is 334516. This procurement will be conducted under the authority of FAR Part 12, Acquisition of Commercial Items. The requirement is conducted as full and open competition. Award will be made on a Best Value basis. Evaluation of proposals will include assessment of price, technical approach, experience and past performance. For purposes of evaluating proposals, all evaluation criteria other than price, when combined, are approximately equal in importance to price. The Government anticipates award of a Firm-Fixed Price type contract.
