- In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, the Air Force is soliciting proposals for an offeror to perform Engine Management (EM) for Air Mobility Command (AMC) in support of the AMC mission as defined in the Performance Work Statement (PWS) at Dyess Air Force Base (AFB), Texas; Dover AFB, Delaware; McConnell AFB, Kansas; Fairchild AFB, Washington; Grand Forks AFB, North Dakota; MacDill AFB, Florida; and Travis AFB, California. The Engine Management (EM) performance requirements include performing Engine Manager duties, monitoring Time Compliance Technical Orders (TCTO) and Time Compliance Inspections (TCI), providing engine trending and analysis, and monitoring records in the Maintenance Information Systems and Comprehensive Engine Management System. A streamlined competition is being conducted in accordance with the revised circular. A contract may or may not be awarded as a result of the streamlined competition process. The lowest priced technically acceptable offer will be compared to the Agency Cost Estimate (ACE) to determine which is the most efficient and cost effective method of operation. If the contract price is more cost effective, a contract will be awarded. If the contract price is higher, the solicitation will be cancelled. The Air Mobility Command (AMC) anticipates issuance of a solicitation on a full and open competitive basis. The anticipated issuance date of the solicitation is on or about 21 Nov 08 with a response due on or about 30 Dec 08. No hard copies of the solicitation will be issued and verbal request will not acted upon. The solicitation may be downloaded from the Federal Business Opportunity website at http://www.eps.gov. The anticipated contract award date is on or about 30 April 2009. If awarded the contract will included a base period from May 2009 through 30 September 2009. The contract will also include four one-year option periods that run from 1 Oct through 30 September, beginning 1 Oct 2009 and ending 30 September 2013, and one 9 month option from Oct 2013 through Jun 2014. The North American Industry Classification System (NAICS) code is 488119. The small business size standard is $6.5 million. All responsible sources may submit a proposal which will be considered by the agency.
