- Internal Revenue Service (IRS) intends to negotiate and issue a Sole-Source Purchase Order to Richland Towers - Nashville, LLC, 400 N. Ashley Drive, Tampa, FL 33602-4354 for rental of antenna space located at the Richland Nashville Tower Site Facility at 3210 Blevins Rd, Whitescreek, Tennessee 37189. The order will be issued for an anticipated 4-month base period, 12/01/2008-03/31/2009, and four 12-month Options, 04/01/2009-03/31/2013. The antenna is approximately 23 feet in height and weighs 38 pounds. The requirement is being solicited and awarded as a commercial item in accordance with FAR Part 12. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302 due to the uniqueness of the technical requirement such as tower height, coverage area and geographical location. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received no later than 12:00 p.m. EST, November 28, 2008 will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement..
