This Request for Information (RFI) is issued for informational purposes only and neither constitutes a solicitation nor a commitment by the government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not be compensated. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although proposal and offeror are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. 2. Aeronautical Systems Centers 667 Aeronautical Systems Squadron is soliciting information to identify possible sources to provide a Head Mounted Display (HMD) system. This system is part of a broader Precision Strike Package (PSP). The purpose of the PSP program is to add a modular PSP to a medium lift cargo aircraft, to include a medium caliber gun and Stand-Off Precision Guided Munitions (SOPGM). The HMD is a specific requirement integral to the success of this program.3. Respondents to this RFI should describe their ability to meet and/or exceed the following objectives:a. HMD, while in operation, shall not compromise the user due to system sight, noise, and smell.b. HMD shall not obstruct the users outside vision, allowing for situational awareness at all times.c. HMD weight shall not cause fatigue to the operator during flight operations.d. HMD display may be full color, must be readable during the day, and should reduce the light signature at night to less than fifty (50) meters with the unaided human eye.e. HMD shall provide user the ability to input, control, and output data from and to computing and sensor systems.f. HMD shall protect the users eyes from loss of normal visual acuity.g. HMD shall allow the user the ability to see text, DTED, images, map, overlays, blast effects, and video display data from sensors in full color while running applications.h. HMD shall provide left/right eye mounts and give the appearance of a 15-inch color screen at arms length, with the ability to adjust the overall system to the users specific needs. For example, HMD shall allow the user to select on/off, dim/bright, left/right eye screen rotation, and mouse control.i. HMD cabling shall not tangle user and hinder aircrew operations.j. HMD cabling shall have a quick disconnect to enable aircrew to move around inside the aircraft and enable quick exit from the aircraft in the event of an emergency.k. HMD shall be reliable and function for a minimum of one (1) year.l. HMD shall allow for continuous wear without causing undue hotspots or other severe discomfort for twelve (12) continuous hours.m. HMD should run on minimal power.n. HMD should minimize movement, such as bouncing around, when used in a airborne environment.o. HMD shall be able to operate reliably anywhere in the global environment, from sea level to 40,000 ft.p. HMD must be ready for production and delivery within sixty (60) days of contract award.4. On 4 Dec 2008, the government will provide a forum for industry to demonstrate current capabilities. Particular interest in the demo is production ready systems only (i.e. systems at a Technical Readiness Level (TRL) 7-9).The TRL levels are defined as:7- System prototype demonstration in an operational environment8- Actual system completed and flight qualified through test and demo9- Actual system flight proven through successful mission operationsIf your HMD system meets any of these criteria, please call Capt Tim Troup at 937-255-1553 for further information.5. It is desirable, but not required, that responses be submitted on CD-ROM in an electronic format that is compatible with Microsoft Windows/Office with no macros. Two (2) copies of the CD submittals should be submitted. If the CD contains proprietary/competition sensitive material, the CD and cover label should be marked Proprietary/Competition Sensitive Information. Two (2) paper copies should be submitted. Paper copies must be clearly labeled Proprietary/Competition Sensitive Information on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/Competition sensitive information will be protected from disclosure. E-mail copies of the paper submittal will also be accepted.6. Responses must be received no later than 30 Dec 2008.
