Description
United States Army Contracting Command JM&L is planninga sole source award to Kongsberg Defence and Aerospaceof Kongsberg, Norway. The U.S. Army Product Manager forCrew Served Weapons (PM CSW) requires the development ofa trade study to determine the feasibility of increasingthe capability of the XM153 Common Remotely OperatedWeapon Station (CROWS) to meet a user requirement ofeighty (80) degrees elevation of the weapon and sight forthe M2 Heavy Barrel,.50 Caliber, Flexible Machine Gun. The US Government has limited rights to the XM153 CROWSdeveloped and manufactured by Kongsberg Defense &Aerospace (KDA). In order for another contractor toperform the development of a trade study for increasedelevation capability of the XM153 CROWS additionaltechnical data rights or reverse engineering would benecessary to obtain the required design details. Theadditional expense and delays to have another contractorgain the detailed understanding necessary is consideredto be unacceptable. A determination by the Government not to compete thisproposed contract action based upon responses to thisnotice is solely within the discretion of the Government.This notice of intent is not a request for competitiveproposals. The anticipated award date for this action is23 December 2008.
