- THIS IS A PRESOLICITATION NOTICE FOR PLANS AND PROGRAMS; JOINT DETENTION GROUP DETAINEE PROGRAM SERVICES, GUANTANAMO BAY, CUBA. The Army Contracting Agency, Directorate of Contracting, Guantanamo Bay, Cuba. DESCRIPTION OF SERVICES: This requirement is for non-personal services to the Commander, United States Southern Command, Commander, Joint Task Force, Guantanamo Bay, Cuba, (JTF-GTMO) Plans and Operations (J3) and the JTF-GTMO Joint Detention Group (JDG). The contractor shall provide all personnel, management, supervision, transportation services, and other services (except where specified) in performance of this requirement for Operations Security (OPSEC); and Joint Detention Group Detainee Programs Services, also referred to as Detainee Program Service. Detainee Program services include Library Operations, Literary and Art, and other additional services such as, Humanities and Vocational Services, as defined by the resultant Performance Work Statement (PWS). All personnel in the performance of this requirement will require, at a minimum, a security clearance of Secret or higher, as determined by the PWS and position. JTF-GTMO, Naval Station Guantanamo Bay, Cuba contractor personnel are expected to conform to JTF-GTMO normal operating hours. Normal duty day is 8:00 AM to 5:00 PM, Monday through Friday, excluding Federal holidays. The contractor is responsible for all services being provided during this period, to include the management of personnel during leave (scheduled or emergency). PLACE OF PERFORMANCE: Work is to be performed at Joint Task Force, US Naval Station, Guantanamo Bay, Cuba. SPECIAL NOTICE: It is anticipated that a special notice, for interested vendors to comment on the PWS, is anticipated to be issued on or around 24-NOV-2008. SOLICITATION: Tentative dates for issuing solicitation W91WRZ-09-R-0001 is 09-DEC-2008. All proposal(s) for shall be submitted in the format and by the close date specified in the solicitation. It is anticipated that the close date and time will be 12-JAN-2009; 1300 EST. PERIOD OF PERFORMANCE for this solicitation is on or before 4-MAR-2009 for a period of 12-months, as the base period, and up to 3-one year option periods. CONTRACT TYPE: This resultant award is anticipated to be Firm Fixed Price (FFP) contract with cost-reimbursable and requirements type line items. It is anticipated that the contract will be awarded on a Best Value basis using the trade-off source selection process. The appropriate NAICS code is 561330 with a size standard of $12.5M. This acquisition is unrestricted. All responsible sources are encouraged to submit a proposal(s). All responsible offeror with responsive proposal will be considered by the agency. All questions and comments regarding this solicitation should be addressed in writing to the POC(s) identified in this pre-solicitation synopsis. All interested parties are highly encouraged to check-in frequently with the website for updates and amendment to the requirement. No hard copies of the solicitation will be provided. The offeror is responsible for all cost associated with producing and forwarding their proposal. The Government will not reimburse for the preparation of proposals. At this time this requirement is subject to the availability of funds in accordance with FAR Clause 52.232-18, Availability of Funds.
