Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 154000 is issued as a Request for Quotation (RFQ) through Federal Acquisition Circular 05-21. The NAICS code 315225, and the small business size standard in number of employees is 500. This procurement is a total small business set aside. Note that all items must be made in the USA. The Government intends to award one (1) Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The period of performance will be from date of award for through 30 September 2009 (base period) with four (4) 12 month option periods. This Solicitation is compromised of: I. MADE IN THE USA REQUIREMENT This requirement means the clothing must consist of American made fabric and the clothing must be assembled in the United States. See FAR 52.225-1: Buy American Act: Supplies: For manufactured end products, The Buy American Act uses a two-part test to define a domestic end product. (1) The article must be manufactured in the United Sates; and (2) The cost of domestic components must exceed 50 percent of the cost of all the components. Please note that each item must meet both (1) and (2). The vendor shall also provide certification per FAR 52.225-2 Buy American Act Certificate ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ II. LINE ITEMS 0001 Male Trousers DESIGN: Shall be made on a uniform pattern, having a plain front with straight side front pockets, a watch pocket, 1" belt loops and two (2) back pockets. FABRIC: Raeford style 8330-561 or equal; 74% Dacron Polyester, 25% Worsted Wool, 1% Lycra, 13-13 ½ ounce, based on 60" width. POCKETS The front pocket opening will be a minimum 6 ½" and be 6" deep front the bottom of the opening. Pocket shall be stitched, turned and re-stitched. There shall be a non-woven interlining fused to the front pocket facing to give additional stability and strength to the pocket. The inside front pocket facing shall be a separate piece of self material finishing no less that 1 ¼" wide. The back pockets will have a minimum opening of 5 ½" and be 7 ½" deep. They shall be made with Reese PW automatic matching and finished on the outside with an exposed top and bottom cord. The left back pocket shall have a tab (centered) and black button. The watch pocket located approximately 3" to the front of the right side seam at the waistband, shall have an approximate opening of 2 ¾" and shall be 3" deep. The front pockets and watch pocket shall be bar tacked with a triangular Bar tacking machine. POCKETING All pocketing shall be black 65% Polyester 35% Cotton with a minimum thread count of 68 x 54, the weight shall be 2.6 yards/lbs. or 75% Polyester 25% Cotton with a minimum thread count of 68 x 54, the weight shall be 3.0 yards/lbs. WAISTBAND The waistband shall be 2" wide and shall be closed with a crush proof hook and eye, the eye being bartacked for stability. The waistband curtain, attached with a Rocap Machine, shall have snugtex and be made of black 65% Polyester 35% Cotton. Banrol waistband stiffener, 3'4" in width, shall be sewn into the waistband on the front of the trouser from side seam to side seam. The trouser is to be made with a continuous closed waistband. The waistband shall be set and stitched below the lower edge through the outer fabric and the waistband curtain. INSIDE TRIM The right fly and crotch linings shall be the same fabric and color as the waistband curtain. There shall be a non-woven interlining fused to the fly facing to give additional stability and strength. The right fly lining shall be sewn to the left fly below the zipper. The crotch lining shall be surged to each front. A separate French fly, made of the outer fabric, shall be sewn to the inside right fly. BELT LOOPS There shall be a minimum of 5 belt loops on waist sizes 28, 29 and 30. A minimum of 7 belt loops on all sizes over 30. Each loop is to be 1" wide and lined, with stitching on the face side 1/8" from each edge. Except for the back loop, which will be tacked on. All loops shall be sewn into the bottom of the waistband and into the Rocap. They shall accommodate a 1 ¾" belt. Spacing of belt loops shall provide a 5" space on each side of trouser seam. This will provide the wearing of the issued holster on side seam without interference from a belt loop on the seam. ZIPPER Shall be heavy duty Talon No. 250 or equal, with lock. A straight bar tack shall be sewn through from the outside of the garment to the inside at the bottom of the fly. It shall be sewn through the zipper tape, the right and left fly and the right fly lining. The right and left fly shall be joined by an additional bar tack located below the bottom zipper stop on the inside of the trouser. CREASING The front and rear crease in the trouser leg must incorporate a permanent modified silicone crease produced by the Lyntrak System. SEAMING The entire trouser is to be seamed with Polyester Core or Polyester Spun Thread. The seat seam shall be stitched with a Tandem Seat Seaming Machine. SIZE TAG The trouser shall have sewn in label stating care instructions. An outside waistband label which will be marked with lot number, size, fiber content and WPL number. A permanent size label will be sewn inside on the hip pocket. FINISHING AND PRESSING All loose threads shall be removed. Trousers must be pressed completely and properly, wide seam, inseam and seat pressed open. There must be a Texpak clip attached to the top of the fly on the finished trousers. SIZES Male uniform trousers shall be supplied in industry standard waist sizes, 26 through 54. The thigh area of the trousers will be fuller then standard practice. Trouser length will be un-hemmed and available in regular and long sizes. 0002 Female Trousers DESIGN Female trousers will be constructed like men's trousers, except they shall be cut on a modified female uniform pattern. SHOULDER EMBLEM A shoulder emblem, furnished by the Uniformed Division shall be sewn on the left sleeve by the contractor. Top of the emblem is a maximum of 3/8" below shoulder seam. BUTTONS Nineteen Ligne white pearlized buttons. LININGS Collar linings to be fusible. Use crease-n-tack linings for flaps; permanent press linings for band, cuffs and pellon for center. THREAD Spun Polyester thread STITCHING Sleeving and closing operations - over-lock with safety stitch. CUTTING Collars, bands, pockets, shoulder straps and flaps to be die cut to ensure uniformity. PRESSING Component parts must be pressed on hot head machines; finished shirts to be hand pressed and folded. PACKING Individual shirts are to be packaged in Poly bags. Shirts will be shipped four (4) to a box, as required. SIZE MARKING Neck and sleeve length, when required, shall be marked with indelible ink on the inside of collar of each shirt or on an attached label. CARE INSTRUCTIONS A care instruction label will be attached to shirt below inside collar (rear) or on lower front panel. Label will state proper washing and drying procedures, as well as, necessary precautions. SIZES 28, 30, 32, 34, 36, 38, 40, 42, 44, 46, 48, 50 0007 Male Uniform Blouse FABRIC Raeford Style 8330-561 or equal; 74% Dacron Polyester, 25% Worsted Wool, 1% Lycra, 13-13 ½" ounce, based on a 60-inch width. DESIGN To be single-breasted lapel collar, blouse to fit easily over chest and shoulders and to fit at the waist. Buttoned down front with four (4) 36-ligne Uniformed Division buttons, equally spaced on right front, buttons to be backed by small bone buttons. Blouse is to be turned up 1" at the bottom and raw edge is to be bound. The right front shall be cut with a medium flare to the right so that the fronts shall overlap no less the 3", when wearer is standing naturally. To have gored seams under lapels extending into top pocket, so as to keep collar and lapels close to neck and lie flat on chest. Blouse shall be made with a vented back; vent will be 7" to 8" long. COLOR Black COLLAR & LAPEL The collar to be 1 ¾" to the back seam. The top line of the lapel to be horizontal, width at junction 3"; the opening notch between collar and lapels are to be no more than ¼". The notch to be approximately 1 ¾" in depth. Lapel to extend ½" beyond edge of collar. Lapels are to have edge-stay inside and to be pressed flat. UNDERCOLLAR To be of good quality black wool undercollar cloth, reinforced with canvas and stitched closely by machine. Outside leaf to be felled by machine; bottom edge by hand. BUTTON HOLES To be machine made and spaced about ½" from blouse edge; on left side for male blouse. SEWING All sewing with the exception of top sewing, shall be black size "A" silk. Top sewing to be black size "O" silk. BODY LINING To be fully lined with best grade black 120 count Rayon twill lining. Guaranteed fast dye. SLEEVE LINING To be best grade white 120 count Rayon twill lining. Guaranteed fast dye. FACING To be of the same material as the blouse; cut in one piece 6" wide at the top and 3 ½" at the bottom. EDGES Single stitched- 3/16". All edges to be stayed open with tape and securely fastened to canvas. FRONTS Shall be in accordance with military specification No. MILS-17866A, titled "Fronts, Interlining, for Coats". ARMHOLES To be fitted with shields, made of the same material as the blouse. Securely fastened to lining and body of blouse. CUFF The button of the sleeve shall be turned in for a distance of 1". Cuffs to be interlined with wigan, to have one row of stitching 3" from bottom edge of cuff. Each cuff to have three (3), 24 Ligne Uniformed Division buttons countersunk, fastened with rings and washers (or cotter pins). Buttons will be located approximately ¾" from rear sleeve seam and bottom button will be approximately ¾" from rear sleeve seam and bottom button will be approximately 1" above cuff bottom. BLOUSE SLEEVE Blouse sleeve shall be single-stitched, ¾" from edge of cuff to be stitched to form cuff. SHOULDER STRAPS On each shoulder there shall be a strap of the same material as the blouse. Strap will be sewn into the top of the shoulder seam and reach to crease of collar. Strap will have a button hole with corresponding button, 24 Ligne Uniformed Division buttons. The button for the shoulder strap will be secured to the blouse near the collar edge. Straps will be 2 ½" at shoulder end, tapering to 1 ½" at collar edge of strap. BADGE HOLDER On each blouse there shall be placed a black enamel metal badge holder. This holder will be centered above the left breast pocket and the bottom of the holder will be ½" above the top row of stitching on the pocket flap. Badge holder will be turned front side back and sewn to the blouse. POCKETS Each blouse will have two (2) breast pockets, one on each front. Pocket to be 5 ½" at mouth, 5 ¼" wide at bottom and 6" deep with rounded corners at bottom. Flaps on pockets to be 2 ½" wide at side points, 3 ¼" at center, with button and button hole. Button to be on a line with center of top button on blouse. Top pocket flaps to be permanently sewn to top pockets, making these false pockets. Each pocket will have a box pleat, 1 ½" wide, on the vertical centerline. Pocket size will graduate according to blouse size. LOWER FLAPS Flaps to be 8" wide at mouth and 2 ¾" deep with button hole in center. Flaps lined with same material as blouse. All flaps and pockets to be single-stitched 3/16" and closed with a 24-Ligne Uniformed Division button. There shall be one horizontal pocket on the inside of the right front of blouse, reinforced with outer fabric and piped with Rayon. Flap size will graduate according to blouse size. SAMPLES REQUIRED (Only If Requested) If requested, include a representative sample for each line of your quote, you will be notified if a sample is required. EVALUATION FACTORS The Government will award at least one IDIQ contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An award may be made to other than the lowest-price proposal received. The following factors shall be used to evaluate offers: (1) technical acceptability which is pass/fail, (2) technical quality of the product,(3) Ability to meet delivery requirement of 4 weeks from the time the order is placed (4) Past Performance, and (5) price. If a sample is required, the initial evaluation will ensure that each sample is in compliance with the stated requirements (e.g., compliance with the Buy American Act, style, correct color). Any sample not meeting all of the stated requirements will be found technically unacceptable. If the sample meets all of the requirements it will then be tested for quality. Quality testing is defined as a durability test. Testing will take two days and will consist of each item being worn or used for one day, then washed or cleaned, worn/used a second time for one day, and then washed/cleaned a second time. The evaluation will be based on lack of shrinkage, minimal fading, the look of the stitching/seams, and the samples overall durability after two wearings and two washings/cleanings. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ VI.
