Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. A written proposal will be issued. The solicitation number is W912EQ-09-T-0004. This acquisition is issued as a request for quote. This acquisition is 100% Set-aside for Small Business solicitation. The associated NAICS code is 561621 with a size of $12.5M. The following is a list of contract line item number(s): CLIN 0001: Camera System. All responsible sources my submit quotations, which shall be considered by the agency. Contractors shall submit a lump sum quotation to include all chargers. The government intends to evaluate proposals based on technical capabilities, past performance and price related factors. Quotes may be submitted in hard copy or electronically, either through regular mail, email, or by facsimile. Regardless of the method of delivery, it is the offerors responsibility to ensure receipt of quotes by the time and date stated herein. EXECUTIVE SUMMARY - This Request for quote is being issued to award a contract for a security camera syst4em as described in the Statement of Work (SOW). STATEMENT OF WORK: Scope of Work Ensley Engineer Yard - Provide Closed Circuit TV System Upgrades Memphis District. 1.0 Background: This statement of work will specify the labor and materials necessary to provide software upgrades or replacement, as appropriate, and training for selected Ensley Engineer Yard personnel on cameras, software, Digital Video Recorders (DVR), monitoring equipment and other CCTV system equipment. This effort will support requirements to enhance, expand, repair and replace equipment to facilitate maintenance of the systems and to facilitate the increased security needs of Memphis District. This scope will serve to inform the contracting office, contractor, and customers of the methods, work and deliverable to be provided. 2.0 Applicable Documents: ANSI/EIA/TIA Standards (568A, 569, 606, TSB-67) 3.0 Scope: Provide equipment and materials as indicated in section 5.0. The contractor shall provide all other materials, including but not limited to, wiring, fiber, breakout kits, fiber fanouts, fiber panels, power supplies, software installation, programming, pull boxes, raceway systems, mounting hardware, trenching, connectors, equipment panels and cabinets, splices, testing, and all labor and equipment required to install, connect, and test the installed components of the CCTV systems and their interconnections and interworkings with existing systems. The contractor shall also provide training to the Memphis District security personnel for all equipment provided. 4.0 Place of Performance: US Army Corps of Engineers Memphis District Ensley Engineer Yard Memphis, TN. 5.0 Deliverables 5.1 The Contractor shall provide the government typed written comments in an approved format concerning potential installation problems encountered by the Contractor. This will facilitate clear and concise solutions for the problems. 5.2 The Contractor will provide all materials, equipment, labor, testing, and training required. 5.3 The Contractor will test and designate all cabling (fiber and copper), wireless devices, equipment, and provide to the Government the results. The Contractor shall also test all installed equipment for correctness of operation and system integration, in the presence of government witnesses. 5.4 The Contractor will provide plans and maps including what changes, if any, were made to the outside plant conditions to the security office. 5.5 The Contractor shall perform a site survey prior performance and replace all existing CCTV Cabling with multi-mode fiber and 90% braid or RG-6 or better Coaxial Cable, and will install wireless where it is not feasible to install wired devices. 5.6 The system will allow for central control of the local cameras and is scalable to include remote sites for centralized storage, camera support, review and administration. The system will meet the mandatory software requirement by provide a server based solution running Microsoft Server 2003. 5.7 Cameras will be mounted in such a manner as to provide coverage of the entire Ensley Engineer Yard and shipyard. 5.8 Digital Video based recording system shall be capable of storing at least 6 months of high resolution storage data of the CCTV Security cameras. 6.0 Removed Equipment: All equipment removed from operation shall remain property of the government and shall be turned over to the Memphis District security office. 7.0 Government Representatives: The Contracting Officer Representative (COR) is the Technical Representative is Mr. Mark H. Sowers, 901-544-4007. 8.0 Site Visit: Contractors are encouraged and expected to attend a site visit where the work will be performed. An organized site visit has been scheduled for November 18, 2008 at 01:00 p.m. CST. Participants will meet at: Ensley Engineer Yard, 2915 Riverport Road, Memphis, TN 38109.
