- This is a “Pre-Solicitation” Notice and NOT a Request for Proposal (RFP) Solicitation. The U.S. Coast Guard (USCG), Aviation Logistics Center, Elizabeth City, NC intends to negotiate on a sole source basis using the authority of FAR 6.302-1, with Northrop Grumman Guidance and Electronics Company, Navigation Systems Division, Woodland Hills, CA to expand the capability and improve reliability of the Northrop Grumman Inertial Navigation Unit (INU) P/N 804950-3 used on USCG HC-130H aircraft. Northrop Grumman is the Original Equipment Manufacturer of this equipment. Drawings, specifications and technical data are not available and cannot be furnished by the Government. Capability expansion efforts will involve incorporating the ability to obtain accurate Department of Defense-grade navigation information from the Global Position System (GPS). Reliability improvement efforts will involve replacing the power module to better protect against electrical power fluctuations from the HC-130H aircraft. The upgraded INU will be required to meet the same volume, power, and other physical interfaces with the HC-130H aircraft as they exist for the current HC-130 INU, while functional interfaces with the aircraft are expected to address the new GPS information. The Coast Guard anticipates award of a Firm Fixed Price contract using the procedures of FAR Part 12 in conjunction with FAR Part 15 and intends to issue the RFP Solicitation as an unrestricted procurement. The applicable North American Industry Classification Standard (NAICS) is 334511 and the Small Business size standard is 750 employees. It is anticipated a formal RFP Solicitation will be issued by mid-February 2009.
