- National Security Technology is seeking sources for a Subcontractor to provide for On-Call Charter Air Services for National Security Technologies (CONTRACTOR) Remote Sensing Laboratory (RSL) Emergency Response missions. The SUBCONTRACTOR shall have the ability to furnish aircraft within a four to six (4-6) hour timeframe, be capable of transporting ‘up to' 3,500 pounds of cargo and ‘up to' seven personnel, with flight crews to support emergency response missions as requested by the CONTRACTOR. The SUBCONTRACTOR must meet minimum deployment times (generally within four to six hours of notification) for emergency response assets. Deployment times include the time to locate, re-locate, service, load, and depart the aircraft with its appropriate emergency response asset from the asset's Home Station for a readiness activity or actual emergency response mission All flights conducted by the SUBCONTRACTOR shall consist of a minimum crew of two pilots. One pilot shall be designated pilot-in-command (PIC) and shall have the final authority as to the safe operation of that flight. The pilots must be at the flight controls during all normal air and ground operations with personnel and/or materials on board. All pilots shall be full time employees or provided by the SUBCONTRACTOR, and must be current and qualified under FAR Part 61 and 121 or 135. The SUBCONTRACTOR shall be, at a minimum, FAA certificated as a supplemental air carrier under 14 CFR Part 119 and operate under the rules of 14 CFR Part 121 or 14 CFR Part 135. The provider shall obtain all necessary Department of Energy (DOE) licenses, landing permits, and insurance and comply with all applicable federal, state, and local laws. All SUBCONTRACTOR flight crewmembers must be U.S. Citizens. The SUBCONTRACTOR must be able to relocate an aircraft from its location to the point of personnel pick-up, designated by the Contractor, receive a mission briefing, load the aircraft, manifest personnel and equipment, plan the flight and file a flight plan with FAA ATC, and depart for the designated deployment location within a four to six hour. The pick-up locations are generally from one of the following locations, but are not limited to these locations: Las Vegas, Nevada - Nellis Air Force Base Maryland - Andrews Air Force Base The SUBCONTRACTOR shall have the ability to provide a back-up aircraft in the event the primary scheduled aircraft becomes unserviceable. The SUBCONTRACTOR shall be FAA approved for passenger and cargo transportation, to include authorization and training to transport Hazardous Materials. The SUBCONTRACTOR shall be capable of carrying properly packaged hazardous material such as Class 2 Flammable Gases and small quantities of Class 7 Radioactive Materials under the control and supervision of CONTRACTOR. The SUBCONTACTOR shall comply with 49 CFR Parts 171 - 185, DOT Hazardous Materials Regulations, or have an exemption (Special Permit) or may be covered by a DOT exemption (Special Permit) issued to the DOE, and comply with DOE Hazardous Materials policy for carrying hazardous materials under the control and supervision of DOE for national security missions. The aircraft, supplied by the SUBCONTRACTOR shall be a multi-engine turbo-jet powered airplane or multi-engine turbo propeller powered airplane that has a current and valid FAA Standard Airworthiness Certificate. All flight crewmember(s) provided by the SUBCONTRACTOR shall meet the flight and duty time limitations and rest requirements of 14 CFR Part 121 or 135, as applicable, for the previous 24-hour period prior to deployment and will adhere to the Part 121 or 135 flight and duty time limitations and requirements while providing service to Contractor. For each flight, a passenger/cargo manifest will be completed showing, as a minimum, the number and names of the personnel, weight, and description of cargo, with hazardous materials shipping documents, for the personnel and materials authorized to be onboard. The Subcontract Technical Representative (STR) will keep one copy of the manifest and the SUBCONTRACTOR shall maintain a copy of the manifest at the vendor's main office. The manifest shall be updated, as needed, for each leg of the flight if the names or numbers of personnel or cargo/materials change. The SUBCONTRACTOR shall ensure that weight and balance calculations are performed to ensure that aircraft are within the manufacturers and FAA- established weight and balance limitations for each operation, flight, or mission profile for which the aircraft is to be operated. FAA flight plan and flight following procedures will be briefed to the SUBCONTRACTOR and followed as directed by the STR or each deployment. Prior Permission Required (PPR) authorization for landing at military airfields will be the responsibility of CONTRACTOR through the DOE Office of Aviation Management or NNSA Office of Emergency Response. Interested Parties are to send a capability statement not later than December 12, 2008.
