L-3 Communications is the designer and original equipment manufacturer of these cards. These cards are for use specifically in the Landing Craft Air Cushion (LCAC) C4N systems. L-3 Communications is the cataloged Source of Supply in the Navy Supply System for these items. Currently, L-3 Communications is the only vendor for these specific part numbered items, that meets form, fit, and function requirements. Use of any other vendor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Therefore, there are no other sources that can satisfy this requirement. The anticipated award date will be based on an acceptable proposal on or about 31 Mar 2009. Delivery will be to the Naval Support Activity-Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. Telephone requests will not be accepted!.
