Description
THIS RFP IS 100% SET ASIDE FOR CERTIFIED SMALL BUSINESS CONCERNS. Design/Build P-478 Submarine Learning Center Training HQ, NAVSUBASE New London, Groton, Connecticut. THIS RFP IS 100% SET ASIDE FOR CERTIFIED SMALL BUSINESS CONCERNS. This RFP will be issued to obtain contractor qualifications for which a contract, by means of a negotiated firm fixed-price procurement, will be awarded. A contract will be awarded to the best value offeror in accordance with FAR PART 15 and 36 using the Best Value, Design-Build selection procedures. This solicitation will be issued as N40085-09-R-7000. The contract will provide complete design and construction of the Submarine Learning Center (SLC) Training Headquarters including administrative space, classrooms, and conference rooms. The SLC Training HQ project will demolish building 137, landscaping and reconfiguration of adjoining parking lot. In addition to the new facilities for the SLC the contract includes tenant and guest parking, landscaping, site lighting, and utility provisions for future expansion to the site. Bid Item 0001 (Base Bid) is to provide complete construction of the Submarine Learning Center Training Headquarters. The following options are included: Bid Item 0002 (Option 1): Provide the complete demolition of building 137; Bid Item 0003 (Option 2): Provide the installation of a Geothermal Loop Heating Ventilation and Air Conditioning System; Bid Item 0004 (Option 3): Provide a parking lot which accommodates 200 vehicles; Bid Item 0005 (Option 4): Handling and administrative cost for furnitur! e fixtures and equipment. The contract to budget amount for this project including Bid Item 0001 (Base Bid), Bid Item 0002 (Option 1), Bid Item 0003 (Option 2), Bid Item 0004 (Option 3) is $8,060,000.00. Bid Item 0005 (Option 4) is not included in the contract to budget amount. The estimated Contract Completion for the project with all options is 555 days from Notice to Proceed. The contractor shall provide all required design, engineering, labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. Proposals will be evaluated based on their technical merits for the identified criteria. All technical factors/sub factors are of equal importance. Technical is approximately equal to price. The Basis of Award for this procurement shall be based on price and technical merits, which together, constitute a best value to the Government; however, not necessarily the lowest price. The objective is selection of a contractor whose overall proposal demonstrates the best value to the Government based on the specified criteria.
