NA (16) Contractor. NA (17) A. Description: This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. No further information is available from the Contracts Division. This synopsis/sources sought does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited. B. Objective: To find a source that is qualified to perform the Statement of Work. This notice is for informational purposes only. C. Statement of Work: The U.S. Department of the Army, Research, Development, and Engineering Command (RDECOM), is seeking information on Superconductor YBCO on buffered Silicon wafer. Materials will be used for research and development of a high temperature superconductor transition edge microbolometer for millimeter wave applications. The superconductor YBa2Cu3O7 (YBCO) shall be deposited on a 2-inch diameter or larger silicon (Si) wafer. A wafer that is 3 or 4-inches in diameter is preferred. The composite films Au/YBCO/YSZ shall be deposited with good uniformity across the entire Si wafer. The gold (Au) is a capping layer to preserve the properties of the YBCO, and later act as conductor paths after processing. Silver can be used in place of the Au. The buffer layer shall be yttria stabilized zirconia (YSZ) or other materials with equivalent properties that are necessary for crack-free growth and low defect of the superconductor YBCO film. Each layer shall have a uniformity of 10nm across the diameter of the wafer. Specifications: Si wafer "2-inch diameter or larger. "Resistivity greater than 1000 ohm-cm. "Orientation: (100). "Polished one side. Films "Au =100nm. "YBCO= range 50 to 100nm. "Buffer layer or similar material= range 100 to 150nm. Surface properties of the superconductor "Surface defects or protrusions=less than 100nm in diameter. "Density of defects =less than 1 per square micrometer. "Roughness= average of less than 100nm. Electrical properties of the superconductor "Tc equal or greater than 83K "Jc (77K) equal or greater than 1 MA per square centimeter D. Responses : All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (1) Identification of the film deposition method (i.e. PLD, Evaporation, MOCVD, PVD) that will be used, and to what extent each of the specifications can be met. Include your type of business (i.e. commercial, academia) and whether your organization is large or small based on the 500 employee size standard that accompanies NAICS code 333295.
