Description
The Air Force intends to award a sole source contract to AAICorporation. The purpose of this Sources Sought is to determine if there are any businesses available who are capable of performing the effort described herein. The AFRL Center for Rapid Product Development at Wright-Patterson AFB, OH is seeking sources to provide: A 3-crew station tactical UAS ground control element capable of supporting multi-UAS operations in austere, hostile deployed environments. All UAS control and data processing equipment must be housed within a self-contained tactical shelter (S-280) with all power conditioning/distribution, data transfer, environmental control, and secure information technology systems fully certified to current standards for Army tactical command & control systems. The fully integrated multi-UAS command & control element must rely on existing crew training & logistics infrastructure currently supporting Shadow and Sky Warrior UAV systems and demonstrate ground transport via single 5-ton FMTV. Complete system must be available for program integration and deployment by 19 Dec 08. This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This is in support of market research being conducted by ASC to identify capable potential sources. It should be brief and concise, yet clearly demonstrate your abilities to meet the stated requirements. Limit responses to a total page limit of 10 pages. Each page shall be formatted for 8 x 11 paper. Pages shall be single-spaced and one-sided. The font shall be Times New Roman and no smaller than 10pt with at least a one-inch margin. Covers, tab dividers, title pages, glossaries, and table of contents are not required. Please submit your responses electronically in a Microsoft Word compatible file.3.Address your approach to initial staffing, including examples of resumes of key personnel to perform the task. Example resumes do not count toward the page limit.4.Provide no more than five contract history matrices for any contract relevant to this effort. Contractor Experience:AFRLs need for the self contained 3-crew station One System compliant multi-UAV tactical ground control station is immediate and system must demonstrate full interoperability & supportability with existing theater tactical infrastructure & logistics. No transition period is available to build a standalone support infrastructure and acceptable system must rely on training & spares already in theater for US military tactical ground control elements. Address briefly how you/your team will perform this work. Please address in the order listed below: a.Demonstrated capability to provide self-contained tactical shelter housing all data processing, power conditioning/distribution, environmental control and classified data transport/storage/display equipment required to support minimum of 3 user definable crew stations. b.Demonstrated environmental and security certification for extended operation in austere hostile environment. c.Demonstrated reliance on logistics and crew training currently fielded for Army tactical UAS. d.Demonstrated interoperability with Shadow & Sky Warrior UAS. e.Demonstrated ability to provide required equipment by 19 Dec 08. f.Demonstrated the ability to provide qualified personnel with Secret clearances with investigations dated within 5 years. The Government reserves the right to contact additional customers to obtain information that will be used to evaluate the offerors experience. Contract Details: This acquisition will be open to all type businesses, meeting the Contractor Experience criteria, using commercial buying procedures. Commercial items and non-developmental items are procured under FAR Part 12 procedures. Firm Fixed Price type pricing arrangement will be utilized. NAICS Code is 336413. Size standard is 1,000. We will utilize the Best Value technique of Price Performance Trade-Off (PPT) to make a Best Value Award decision.
